基于供应链的企业采购管理研究

【摘要】 进入20世纪90年代以后,随着科学技术的进步和生产力的发展,顾客消费水平的不断提高,企业之间的竞争日益加剧,加上政治、经济、社会环境的巨大变化,使得整个市场需求的不确定性大大增加。企业面对一个变化迅速且无法预测的买方市场,先前的“纵向一体化”管理模式(企业出于管理和控制上的目的,对为其提供原材料、半成品或零部件的其它企业一直采取投资自建、投资控股或兼并的一种管理模式。)已难以在当今市场竞争条件下获得所期望的利润。在这种情况下,人们自然会将资源延伸到企业以外的其他地方,借助其他企业的资源达到快速响应市场需求的目的,于是出现了“横向一体化”的思维方式。供应链管理即是“横向一体化”管理思想的一个典型代表。 供应链管理是一种集成的管理思想和方法,它执行供应链中从供应商到最终用户的物流计划和控制等职能。它否定了过去那种从设计、制造直到销售都自己负责的经营模式,提倡在全球范围内与供应商和销售商建立最佳合作伙伴关系,与他们形成一种长期的战略联盟,结成利益共同体。在供应链管理环境下,企业要达到快速响应市场需求的目的,其采购管理面临着诸如采购信息化、采购质量和成本、采供关系等挑战。 本文首先通过系统的阐述供应链的概念、分类及供应链管理的概念、原则和内容,从而构筑了本文的理论基础;继而,对供应链管理下的采购和采购管理加以分析,分别阐述了采购在供应链中的地位、供应链管理下的采购和采购管理的定义并提出了本文研究的问题:企业采购管理在供应链环境下面临的挑战;接着,针对所提出的问题提出了供应链环境下企业采购管理的实施方案,如管理信息系统的建立和完善、采购组织和流程的重构、即时制采购的实施及供应商管理。 本文最后以A公司为案例进行研究,结合前述的理论框架,通过对其采购和供应商管理现状的比较分析,找出不足之处,提出了改进建议和设想。论文的研究结果可对我国企业开展有效的采购和供应商管理工作起到一定的参考和借鉴作用。

【Abstract】 Since l990’s,with advancement of technology and development of productivity, customer consumption level has become higher, competition between corporations has become more furious, moreover, situations of politics, economy and society have been changed greatly, so uncertainty for requirement of customer has been increased. When Enterprise faces a changeful and unforeseen buyer’s market and adopts previous " Vertical Integration " management pattern (On purpose of management and control, manufacture always manages the other enterprise of offering raw material, semi-manufactured goods or components for it through investment from building , control share or merger and acquisition.), it has already been hard to get anticipant profit. Under this kind of condition, enterprise will look after resource outside and recur to the resource of other enterprises on the purpose of respond market demand fast, so "Horizontal Integration" management pattern has arisen. Supply chain management is a typical representative of "Horizontal Integration" management thought.Supply chain management is a kind of integrated management thought and method, it carries out logistics plan and control from supplier to last user in chain. It has negated the operation pattern which is manufactures designing, manufacturing and sale by themselves, and advocated to establishing best cooperative partner relation between supplier and distributors in the sphere of whole world, forming a kind of long-term strategic alliance with them and benefit community. In supply chain management environment, on the purpose of respond market demand fast, enterprise’s purchasing management has faced with challenges such as purchasing informative process, purchasing quality and cost and relation between supplier and distributors.At first, this paper makes a systematic exposition of supply chain’s concept, classify and supply chain management’s concept, content, principle, and builds the theoretical foundation of this paper. Then, it analyses purchasing and purchasing management in supply chain environment, elaborates the position and definition of purchasing in supply chain respectively, and puts forward the problem. Aim at the problem, it puts forward implement scheme for enterprise purchasing management in supply chain environment such as the establishment and improvement of management information system ,reengineering of purchasing organization and process, implement of Just-in-time purchase and management of supplier.At the end of this paper, taking A company as a case, comparing the status of its purchasing and supplier management, it puts forward some improvement suggestions to the existing problems in light of the above analysis.
