【摘要】 “城市经营”是当前城市建设与管理中的一个热点议题,它是时代赋予我们城市政府的一项新的机遇与挑战。本文在充分理解城市经营内涵的基础上,分析提炼出了城市经营内涵的“四要素”,然后以相关经济学原理为依据,对城市经营的主、客体进行研究,在明确了城市经营的最终目标为“提高城市竞争力”后,文章运用了大量的城市经营成功案例,对政府经营城市的策略进行研究,首先,分析了政府经营城市理念的特征及经营城市的内容,然后以桂林等城市为例总结出“城市建设市场化”、“城市资源资本化”、“投资主体多元化”、“宏观调控规范化”等城市经营策略。对于政府经营城市路径的研究,文章主要是从协调与开发商关系、适应市场化要求以及借鉴西方经验三个方面出发。全文的结构分为理解、目标、策略与路径三个层次。策略与路径层次是本文研究的核心内容,“城市经营内涵的四要素”是本文的创新点之所在,它始终贯穿着全文,也是文章的另一条潜在的主线。另外,文章的思路是沿着“发现经营问题——明确经营目标——树立经营理念——弄清经营内容——制定经营策略——选择经营路径”来展开的,这样的思考经营问题的路线与方法,对错综复杂的城市经营实践也具有一定的指导意义。更多还原

【Abstract】 Urban management is currently being a hot topic for discussion in the area of urban construction and management. It’s a new opportunity and challenge for our government given by the times. After deeply comprehending the signification of the urban management, the writer abstracts the “four factors” of management, and then studies the subject and object of urban management by using correlated economic theory. When confirms that the final aim of management is improving the city’s competing power, the paper begins to study the strategy of urban management using a great of successful cases. First ,it analyses the characters of the managing idea and the contents of management, then summarizes such strategies using Guilin as the case: marketing the urban construction , capitalizing the urban resource, diversifying the investment subject, regulating the micro control. For the study of the manage path, the paper tells from such three aspects: corresponding the relationship with the developer; adapting the request of the market and using the reference of west experience. This paper is divided into three parts: signification part, aim part, strategy and path part. The last part is the core. There into, the four factors of urban management are the innovations; they prong the paper and become another latent main line of the paper. In addition, this paper follows the thinking course of “finding the problem——confirming the aim——erecting the conception——understanding the content——establishing the strategy——choosing the path”.
