【摘要】 大城市规划区内小城镇是大城市在其区域化过程中城市空间发展的重要节点,同时也是各种矛盾相对集中的地域,在大城市经济发展和城市化过程中扮演着关键性的角色。大城市的社会经济发展的需要使得大城市规划区内小城镇建设发展的研究迫在眉睫,如何保证大城市规划区内小城镇在大城市的城市区域化过程中有序发展,其关键环节是大城市规划区内小城镇总体规划实施机制的建构。本文首先通过分析大城市规划区内小城镇的发展特点,指出大城市规划区内小城镇是大城市区域化发展的有机组成部分,其发展与大城市的发展密切相关;然后结合化龙镇实例,针对大城市规划区内小城镇总体规划实施的困难和制约因素做深入分析,指出大城市规划区内小城镇在其发展过程中如何一方面适应大城市区域化发展需要,另一方面发展自身社会经济,是大城市规划区内小城镇总体规划实施要解决的关键性问题;并在此基础上,着重探讨了规划实施对大城市规划区内小城镇总体规划编制的反馈,从区域发展的角度为大城市规划区内小城镇总体规划的编制做出指导;最后,针对大城市规划区内小城镇发展的特点以及其总体规划实施存在的问题,提出大城市规划区内小城镇总体规划的实施机制,包括保证规划实施的前提、基础、实施的核心内容以及实施的重点等等方面。本文的研究一方面将为今后大城市规划区内小城镇总体规划的编制提供指导,另一方面可以为大城市规划区内小城镇总体规划的实施提供科学的、合理的保障措施,从而促使大城市规划区内小城镇在大城市区域化发展过程中与大城市协调发展、共同前进。更多还原

【Abstract】 Small towns in metropolitan planning area (STMPA) are important points of city spatial extendibility during the metropolitan regionalization. At the same time, they are also areas where all kinds of conflicts focus on. They act a key roll in the economy development and citilization of big cities. With the social and economic development of big cities, the research on construction development of STMPA becomes more and more urgent. How to ensure the orderly growth of STMPA during the city regionalization? The key is the construction of actualization mechanism of STMPA master plan. Firstly, this dissertation analyses the development feature of STMPA, points out that they are organic components in regional development of big cities. And their relation is very close. Secondly, after analyzing the difficulties and restrict factors of master planning actualization of STMPA, based on the example of Hualong town, the author concludes that how to suits the demands of regionalization development of big cities, and at the same time developing society and economy of their own is the key problem that master planning actualization of STMPA must face. Based these the paper explores feedbacks of STMPA master planning making , directs it on a view of regional development. At last, to the question of master planning actualization and growth feature of STMPA, the dissertation indicates the actualization mechanism of master planning of STMPA, including preconditions, basement, core content and emphases that ensure the actualization of planning. On the one hand the paper guide the master planning making of STMPA, on the other hand, it offer science and reasonable ensurence measurements to the actualization mechanism of master planning of STMPA, and so to promote the coordinal and corporate development of STMPA and big cities.更多还原
