【摘要】 改革开放以来,传统的城市总体规划工作在市场行为和政府干预的双重作用下显得不够适应,总体规划被突破、被违反的现象屡见不鲜。本文试图在现有的规划理论与实践经验的基础上,结合我国所处的社会经济背景,探讨适合我国总体规划编制改革的思路和方法。本文分析了新形势下城市规划作用的嬗变和规划编制的实质,指出城市规划外部制度环境的变化以及规划自身存在的不合理因素导致了传统的城市总体规划的不适应性。首先要从改变规划编制的观念入手,加强总体规划与社会经济的结合,强调总体规划的区域观、生态观和历史观,并注重实施策略和政策设计的研究。要有效地发挥总体规划的作用,事先必须建立一个具有整体性、层次性以及形式与内容相统一的城市规划编制体系,明确总体规划在这一体系中的层次与内容。本文在分析国外城市规划编制体系的特点及优势的基础上,结合我国现行的城市发展水平与规划编制体系现状,提出建立以“战略结构规划——总体规划——控制规划——详细规划”为基本系列的规划编制体系,并简化和深化总体规划的编制内容。本文接着以青岛城阳区的出口加工区产业配套区的规划为例重点探讨了建立互动的总体规划的编制步骤,改革传统的城市功能定位和规模确定的方法,建立弹性的动态的城市技术指标评价体系以及加强总体规划的时序性,重点是完善近期建设规划的编制内容与方法。更多还原

【Abstract】 From reform and opening, the traditional urban master planning has appeared its limitation. The phenomena is often been seeing that the master planning is broken and disobeyed in the effect of market action and government interfering. The paper tries to discuss new thoughts and methods of urban master planning compiling on the basis of existing theory and practice of planning, and the social and economic background.The paper analysis the turning of the function of urban planning and the essence of plan compiling. It also points out that the changes of system environment outside the planning and the unreasonable factors of planning itself cause the inadaptability of master planning. We should change the conceptions on plan compiling firstly. So we should enhance the combination between the master planning and the social economic, emphasize the conception of region, biology and history, and pay attention to the study of strategy implement and policy design. In order to exerting the function of master planning, it is necessary that establishing a system of plan compiling which has the characteristic of integer, administrative levels and unification of format and content. On the basis of the analysis on the characteristics and advantages of planning system of other countries, the development levels of our city and the actuality of planning system, the paper founds a system of “ strategic structure planning – master planning – control planning – detail planning”, and predigest and deepen the content of the master planning.The paper follows on discussing the mutual compiling steps of master planning, the method of determining the characteristic and size of the cities, and the stretch and dynamic evaluate system of technical criterion taking example for the planning of the industry district of export manufacture of Qingdao city. The paper lastly brings forward needing strengthen the sequence of planning and consummating the content and the method of the first phase construction planning.更多还原
