【摘要】 近几年,区域协调发展越来越受到社会各界的重视。“寻求区域统筹发展的有效途径”被列入国家发展的重要课题之一。论文重点研究的“边缘性地区”是指“分布在行政区划的边缘,并且被经济边缘化了”的地区。在计划经济时期,这些地区远离行政中心就意味着远离了经济中心、信息中心和科教文化中心,处在被遗忘的“落后边缘”;而到了市场化的新经济时代,这些地区凭借自身的“边缘优势”,再取得国家政策的支持,是有很大的潜力取得发展、走向经济的“前沿”的! 本文将从“边缘性地区”的普遍概念入手,以“鲁南苏北边缘性地区”为典型案例深入分析,试图找到适合边缘性地区的发展战略和规划途径,最终为“核心地区”与“边缘地区”的协调发展提供某种可行的出路。绪论部分重点分析了“边缘性地区发展”课题研究的紧迫性;并总结了国内外相关研究和本文的研究方法、研究路径。正文分为五个部分。以分析问题-解决问题为导向,按“概念界定-地区界定-发展分析-战略构想-战略实践”的结构开展研究。第一部分概念界定:分析了边缘性概念的内涵与外延,中心性与边缘性的辨证关系,并界定了本文研究的重点——行政地域的边缘。第二部分地区界定:详细分析了本文典型案例鲁南苏北地区的经济边缘特征,并指出了行政区划、历史文明、自然地理的多种原因造成了本地区经济的落后。第三部分发展分析:以鲁南苏北为例,从生态学、地理学等相关理论分析边缘性地区发展的必然,从现阶段政治经济背景和地区自身问题分析了边缘性地区发展的困境。并通过分析鲁苏二省的近期规划政策,指出鲁南苏北边缘性地区的战略发展已经开始得到地方政府的重视。第四部分战略构想:从理论探讨的角度,提出边缘性地区“强化自身—内部联盟—对外结网”三步走的战略。 <WP=3>第五部分战略实践:结合鲁南苏北边缘性地区的实际情况,将三步走的理论战略分解为三个战略实践,并进一步深化为行动计划进行战略部署。结语部分对“边缘区发展复杂性”“各个层次边缘区发展规划的开展” 等论文未尽问题进行了补充。更多还原

【Abstract】 Coordinating regional development is more and more important in China recently years. “To find the best way for the coordinating regional development” is one of the most important subject on the national development. The Peripheral Region in this article is means to “the undeveloped poor region on the administration compartment periphery”. In the period of Planned economy, because of far away from political center, these regions are faraway from prosperity. But now, with the development of market and technology, and if also with the government support, the Peripheral Region should get great progress.First , this article give the definition of Peripheral Region; then, with the typical analysis of “LunanSubei Peripheral Region ”, try to find the best development strategy and planning method; finally, find a feasible way for the coordinating development between the central and peripheral region.In the foreword, the development urgency of Peripheral Region, the domestic and foreign research and the research method in this article are introduced.The main text is consist of five part. The first part is definition. The connotation and denotation of Peripheral, the dialectical logic relationship between the central and peripheral are defined.The second part is regional definition. This part choose “LunanSubei Peripheral Region ” as the typical example to analysis the feature and creating reason of Peripheral Region. The third part is development analysis. From the theory analysis of ecology and geography, we get the development necessity of Peripheral <WP=5>Region. From the analysis of present situation, we get the reasonable predicament of regional development.The forth part is development strategy. From the theory angle, give us the “Self-intensify----Internal-coalition----Outward-network ” three-stage strategy.The fifth part is strategy practice. Considering the actual situation of “LunanSubei Peripheral Region ” , put the theory three-stage strategy into practice planning.In the concluding of this article, some subjects as “the complexity of Peripheral Region development” to be researched are supplemented.更多还原
