【摘要】 论文试图在博大精深的城市设计领域中,在国内外学者对城市设计的理论研究成果和我国城市设计实践积累的经验和方法基础上,形成对城市设计的一系列基本认识,探求一种与我国城市宏观层面的规划和建设管理实际情况相适应的有效的总体城市设计策略方法与内容形式。首先,论文选择性的汇集了前人有关理论研究成果,从城市设计的概念与性质、目的与任务、层次、实施和特征等几个方面的问题,结合作者对我国目前城市发展阶段问题的理解,进行了概念的辨析与澄清,目的是在形成共识的基础上展开城市设计工作。这部分研究进一步明确了城市设计“是什么”的问题。接着,从城市的发展史、现代城市规划与城市设计的理论与实践以及我国城市规划体制等方面论证了城市设计与城市规划在学科上互为补充,在实施中依附于城市规划的微妙关系;探讨了城市规划与城市设计在我国现行体制下的局限性和作用所在,从而引出了总体城市设计的概念,并进一步探讨了其概念内涵、地位以及工作内容。这部分研究回答了 “为什么”要做总体城市设计的问题。继而,回顾了相关总体城市设计理论研究的成果,并对几个典型的国内外总体城市设计实例进行了剖析,在此基础上总结归纳出一套总体城市设计工作框架,提出了总体城市设计分为项目策划阶段、设计准备阶段、组织设计阶段和实施运作阶段等四个阶段的工作过程,以及有关总体城市设计的目标、标准、工作范围、内容、操作与实施以及设计过程中的公众参与等方面的构想,特别是提出了总体城市设计编制和实施中与设计范围尺度不对应的“宏观把握、中观控制、微观指导”的“分层控制”的概念。这部分研究回答了 “怎么做”总体城市设计的问题。最后,运用总结出的总体城市设计框架对《绵阳总体城市设计》的实践进行了指导,示范总体城市设计框架在实践中的应用方法。更多还原

【Abstract】 This dissertation studies the domestic and foreign theories of urban design, and conducts case studies in the implementations of the theories. It proposes a new approach - Comprehensive Urban Design. The goal of this approach is to devise an effective framework that is more suitable to the urban planning in macro-scope and the construction management in China. The dissertation then discusses the framework including its contents and forms, implementation strategies and methodologies in detail.The dissertation defines what urban design is, expounds why the Comprehensive Urban Design approach is needed, and specifies how to implement the Comprehensive Urban Design framework. Firstly, what is urban design? Drawing inspirations from surveys of the existing research studies, and author’s own experience and understanding of the problems in the current phase of China’s urban development, this dissertation analyzes and clarifies the concepts, the goals and tasks, the design phases, and the implementations and characteristics of urban design. The objective is to form a consensus about these key aspects and to conduct urban design based on the consensus.Secondly, why is the Comprehensive Urban Design approach needed? The dissertation proves that urban design and urban planning are complimentary in nature, and that the urban design implementation is subtly dependant on urban planning, using the evidences drawn from the history of urban evolutions, the modern theories and implementations of urban design and urban planning, and the urban planning systems in China. Upon exploring the effectiveness and the limitations of the urban planning and the urban design practices under the current systems, the author introduces the concept of the Comprehensive Urban Design, and discusses it’s connotations, and contents in detail.Thirdly, how to implement Comprehensive Urban Design? The dissertation reviews the theoretical studies related to the comprehensive urban design, and examines a few typical domestic and foreign cases. Then it proposes a Comprehensive Urban Design implementation framework comprising four operation phases: the project planning phase, the design preparation phase, the design organization phase, and the implementation phase, together with other concept, such as the aim,criteria working extent, contents, implementation and the public participation during the stage of designing. It also proposes a “Tiered Project Management Scheme” to address the issue of project scope mismatch that may occur during the project. The Tiered Project Management Scheme can be summarized as “macro level directing, mid level control, and micro level guidance”. Finally, the framework of Comprehensive Urban Design are applied to The Comprehensive Urban Design for MianYang, as an illustration of the application of the methodology developed in this dissertation.更多还原
