峰谷电价政策对负荷特性的影响

【摘要】 峰谷分时电价是需求侧管理财政手段中电价鼓励措施中的重要内容。它提供了一个在现行条件下比较合理的电价制度,它是电力公司根据电网负荷特性确定峰谷时段,在用电高峰和低谷时期实行不同电价的电价制度。在高峰期提高电价而在低谷时降低电价从而刺激用户采取相应的措施,做出恰当的反应从而实现移峰填谷的目的,缓解峰期用电紧张局面,发挥价格杠杆作用,提高电能的社会效益。南京市从1999年开始实施峰谷电价政策,但是峰谷分时电价能发挥多大作用,如何进一步挖掘峰谷分时电价潜力,峰谷电价比及峰谷时段如何科学合理的确定仍需进一步研究;同时跟需电量预测分析相比,负荷特性的分析和预测难度更大。本文以南京市为例研究了峰谷电价政策对负荷特性的影响。首先研究出一种切实可行的进行分行业负荷特性定量分析的方法。 通过对实际负荷特性曲线和仿真负荷特性曲线的比较可知这种方法是切实可行的,得出的结果也较为理想,故可以用这种方法仿真出各行业的负荷曲线,进行负荷特性分析。对6大行业、工业及居民进行负荷特性分析所用的负荷曲线都是通过这种方法得出的。然后分析了6大行业负荷曲线在执行峰谷电价及峰谷电价比拉大后的变化,接着分析了峰谷电价对南京市居民负荷的影响,估测对居民实施峰谷电价执行到位后,在降低居民电费支出的同时,2004年夏季南京市居民负荷约可转移晚高峰300MW,这相当于投资18亿建设的火力发电厂容量。最后通过对国外峰谷电价实施的研究可知:居民分时电价的广泛实施是降低夏季高峰负荷的有效措施;可考虑把峰谷、季节分时电价相结合,细化峰谷时段,列出可供用户选择的价目表;实行峰谷电价应结合奖惩措施;实时电价是发展趋势。
【Abstract】 TOU (Time-of-use) electricity pricing is one of the most important approaches in DSM (Demand Side Management) , which offers a reasonable pricing policy. Power supply corporation confirms peak and valley period of time according to load characteristic of power network. This pricing varies with different period of time. It can lead the power consumers to change their power consuming modes so as to be beneficial to the load shifting. TOU electricity pricing brought into effect in NanJing in 1999. The issue of how effect this pricing exerts, how to dig its potential and how to confirms peak and valley period of time is what this thesis studied. At the same time the load analysis and forecasting is more difficult. All these things are researched in this paper.Firstly, a reasonable method of analyze quantificationally load characteristic of industries is advanced. This method is feasible according to comparing emulational curve with real curve. Thus it can be used in load characteristic analysis of six industries and residents. Secondly, thesis analyzes the changes of six industries’ load curve from TOU electricity pricing put in practice to peak-low pricing proportion raised. Then thesis analyzes the response of time-of-use electricity pricing policy to residential load characteristic of NanJing city and estimates the effect on this policy. 300 MW peak load will be shifted in summer of 2004, which economizes 1800 million that is used to build firepower plant.In the last, thesis makes scientific researches on TOU electricity pricing in foreign countries. Some conclusions are educed. The first is that residential TOU electricity pricing is an effective measure to reduce peak load in summer. The second is that TOU electricity pricing and seasonal pricing should be combined, peak-low period of time should be set off detailedly, optional marked price sheet should be listed. The third is that rewards and punishment measure should be considered. The last is that spot price is a development trend.
