【摘要】 本文在回顾了可持续发展产生的背景和可持续发展概念与内涵的基础上,对目前国内外一些衡量可持续发展的指标体系做了系统的讨论,并介绍了我国近年来可持续发展的理论和实践研究。在对各种指标体系分析的基础上,提出了一种以生态足迹分析法为基础,结合社会经济指标的区域可持续发展综合评价法,并用区域可持续发展度来衡量。生态足迹分析法是由加拿大生态经济学家William和Wackernagel提出的,由于该方法直观明了、易于操作,而且能较好度量区域发展的可持续性而日益流行,但它主要的不足之处在于没有反映区域社会经济进步的指标。区域可持续发展应该包含生态可持续、经济可持续和社会可持续,以生态可持续为基础、经济可持续是根本、社会可持续为目的。本文提出用区域可持续发展度来说明区域发展的可持续性,以修正生态足迹分析法的不足,并认为可持续发展度应该包含生态可持续发展度、经济可持续发展度和社会可持续发展度。用该方法计算福州市2000年度的可持续发展,得到区域可持续发展度为0.883,发展不可持续。计算结果表明福州市2000年度的经济与社会发展为可持续且前者更为突出,而生态则为不可持续。本文就此结果进行了分析讨论,并就福州市如何降低生态赤字以实现生态可持续提出了具体意见,同时也对福州市的社会经济发展提出了一些建议。文章在最后部分还就生态足迹分析法中区域生态承载力的计算提出了进一步改进的思路。同时,对区域可持续发展的研究做了进一步的展望,验证了控制论在区域可持续发展战略研究中应用的可行性。更多还原

【Abstract】 This article reviewed the background of produced in sustainable development and the concept and intension of sustainable development. Some indicator sets which measure developing sustainability proposed in resent years are discussed, the theory and practice of sustainable development studied our country in recent years are introduced. Based on analyzing about various kinds of indicator sets, one method that based on ecological footprint analysis method, combine social and economic indicator is proposed. This method weighs the sustainable development of the area with the regional sustainable development degree. The ecological footprint analysis method was put forward by ecological economist William and Wackernagel in Canada. Because it is ocular and clear, easy to operate, and can tolerance batter the sustainability of regional development, this method become more and more popular. But its main weak point lies in not reflecting the index of social economic progress in the region. Regional sustainable development should include ecological sustainable development, economic sustainable development and social sustainable development, with ecological sustainable development for foundation, economic sustainable development to be at all, social sustainable development as purpose. In order to revise the deficiency of the analytic approach of the ecological footprint, this article weighs the sustainable development of the area with the regional sustainable development degree, thinking it is concludes ecological sustainable developing degree, economic sustainable developing degree and social sustainable developing degree.Calculating the sustainable development in 2000 of Fuzhou with this method, it is 0.883 to get the regional sustainable development degree. This indicates the development of Fuzhou isn’t sustainable. The result of calculation indicates the development of economy and society of Fuzhou are sustainable in 2000, and the former is more outstanding, but the ecological development is not sustainable. This <WP=4>text analyses on this result, how to reduce the ecological deficit in order to realize the ecological sustainable development has put forward, and some suggestions on the social economic development of Fuzhou are proposed at the same time.Finally, this article brings out a new idea to calculate regional ecological carrying capacity. At the same time, the further prospects in study on regional sustainable development have done and the feasibility of applying cybernetics to direct regional sustainable development has validated.更多还原
