【摘要】 知情制度作为社会主义政治文明建设的重要内容，反过来又促进我国社会主义政治文明建设的现代化进程，本文从我国人民民主的国家政权，主权在民的立宪精神，规范化、服务性的政府管理，政府与民众的利益整合以及民众的社会基层自治的角度出发，分析了知情制度与我国社会主义政治文明建设的内在关系，认为建立、健全知情制度应当成为我国社会主义政治文明建设的重要任务，并为我国建立健全知情权制度提出了建议。 本文包括四个部分内容： 引言部分，主要介绍了本论文的研究意义以及论文写作的背景，指出深入研究知情权制度对于促进社会主义政治文明建设具有非常重要的现实意义。 第一部分首先系统回顾了有关知情权与知情制度的概念、产生与发展的一些中外文献，然后重点剖析了我国知情权思想的确立以及我国知情制度建设的现状。 第二部分重点论述了知情制度与社会主义政治文明建设的关系，指出：信息公开，满足公民的知情权，是促使和保证公民参与的先决条件，是实现民主与保障民主的根本前提：保障知情权是主权在民理念的必然要素，保障公民的知情权是宪政的价值目标之一，因而知情权的人权确认是推动我国民主宪政建设的重要动力；确认和保障公众的知情权是提高政府的信用，实现规范化、服务性的政府管理的关键所在：政府信息公开有助于反腐机制和监督机制的建设，政府与民众的利益整合，以促进公共利益的实现；建立知情制度确保公民知情权是保障社会基层自治得到切实的落实和良性运转的必要条件。 第三部分针对我国的实际情况，为我国建立健全知情制度以促进社会主义政治文明建设提出了相应的政策建议，包括:将公众的知情权上升为一种普遍的宪法权利，为知情制度提供法律支撑:通过系统地制度设计和制度建构，使公民的知情权得到有效保障和体现;建立与完善知情制度的配套设施和相关组织，保障公众知情权的有效行使。关键词:知情制度社会主义政治文明建设信息公开制度设计更多还原

【Abstract】 While the system of right to know is an important aspect of the construction of socialist political civilization, hit can conversely promote the modernization progress of the construction of socialist political civilization in our country. This thesis analyzes the inherent relationship between the system of right to know and the construction of socialist political civilization from the angel of the state power of people democracy, the constitutional of people sovereignty, the government management of standard and service, the benefit balance between government and the masses, and social self-government of basic level. Based on these analyses, this thesis holds that the building and perfecting of system of right to know should be the important task of the construction of socialist political civilization in our country and makes some suggestions for our state to formulate and perfect the system of right to know.This thesis includes four sections in content:The introduction, this part mainly introduces the significance of this thesis research as well as some background material for doing this thesis research, and points out it is of great practical significance to deeply research the system of right to know to promote the construction of socialist political civilization.The first section firstly reviews some foreign and Chinese literature related to the concept, engendering and development of the right to know as well as the systemof right to know, then deeply analyzes the establishment of the ideology of the right to know and the present conditions of the building of system of right to know in our country.The second section focuses on discussing the inherent relationship between the system of right to know and the construction of socialist political civilization. This section points out that: it is the precedent condition for promoting and assuring civil participation as well as for realizing and assuring democracy to keep information open and satisfy civil right to know; assuring the right to know is the essence of the ideology of supremacy in citizen and the important motive for promoting the formulation of our constitutional state; assuring civil right to know plays a crucial role in improving the credit of government and realizing the government management of standard and service; disclosure of government information is benefit to set a mechanism of anti-corruption and control, and to integrate the interest between government and the civil in order to realize the public interest; installation of the system of right to know is also the prerequisite to assure our social self-government of basic level.The third section, aims at the fact in our country, makes some suggestions for our state to formulate and perfect the system of right to know, so as to promote our construction of social political civilization. These suggestions include: raise civil right to know as a common constitutional right so as to provide law back for the system of right to know; assure and realize the civil right to know through systematical design and formulation; formulate and perfect the assistant infrastructure and organization in order to assure the effective exercise of civil right to know.更多还原
