铁路运输高新技术装备效益评价的研究

【摘要】 铁路行业能否快速、健康、稳定的发展;能否实现“跨越式”发展的目标,关系到国民经济发展的全局。而铁路运输高新技术装备的开发和运用是其中重要的一环。因此,如何客观、科学、有效地评价铁路运输高新技术装备的效益,对于铁路工业企业在同行业竞争中科学的认识自身的技术创新能力,采取适当的技术创新战略,提高自身的竞争优势,获取最佳的经济效益、社会效益、技术效益和品质效益具有特别重要的现实意义。本文主旨是对铁路运输高新技术装备的效益进行评价分析,并在此基础上探讨对其进行综合评价的方法。 文章首先就评价理论发展状况进行了阐述,对高新技术进行了界定,同时对铁路运输高新技术装备国内外发展状况进行了介绍。其次,针对铁路运输高新技术装备的特点从经济效益、社会效益、技术效益和品质效益四方面进行了评价指标的设计,为后文综合评价奠定了基础。再次,针对“合理、有效、科学、实用”的方针,本文提出了符合实际情况的综合评价指标体系和无量纲方法。同时对相关的评价方法进行综述和评析,确定以熵权法和BP神经网络两个数学模型作为铁路运输高新技术装备效益评价的综合评价方法。最后,通过对贵阳客运站的铁路客票联网售票系统和南车集团株洲电力机车厂的电力机车产品两个案例进行实证分析,得到了与实际相符的评价结果,从而验证了本文提出的思路与方法的正确性。 目前,国内外对于铁路运输高新技术装备效益评价的研究仍处于起步阶段,尚未形成系统的理论。在汲取学术界相关成果的基础上,本文做出了以下几点创新:从经济效益、社会效益、技术效益和品质效益四个方面对铁路运输高新技术装备效益评价的影响因素进行了剖析、构建了其效益的综合评价指标体系。此外,首次将BP神经网络和熵权法在评价思想上的运用引入对铁路运输高新技术装备的效益评价领域,并通过对实际案例的计算和分析,得到了和实际情况相符的评价结果,在铁路运输高新技术装备的评价和决策实践中,具有一定的指导意义。
【Abstract】 Whether the railway industry can develop quickly, healthily, consistently, and whether it can complete the goal of span development relate to the main body of the prospect of national economy directly. Because the development and application of the railway transportation hi-tech equipment is very important for this system, so for the railway industry enterprise competing with its counterpart, how to evaluate the benefit of the railway transportation hi-tech equipment impersonally, scientifically and effectively has the special important realistic meaning for realizing its technology innovation capacity scientifically, adopting the stratagem of the technology innovation properly, improving its competitive predominance, and getting the optimal economic benefit, social benefit, technology benefit and quality benefit. The major idea of the paper is to evaluate and analyze the benefit of the railway transportation hi-tech equipment. Based on it, the comprehensive evaluation method is also discussed in the paper.Firstly, the paper sets forth the development of the evaluation theory, and limit the meaning of hi-tech. Meanwhile, the development condition of the railway transportation hi-tech equipment home and abroad are also introduced in the paper. Secondly, aimed at the character of the railway transportation hi-tech equipment, the evaluation index in four respects including economic benefit, social benefit, technology benefit and quality benefit are devised and it settles a foundation for the latter comprehensive evaluation. Thirdly, aimed at the guidelines including rationality, availability, science and practicality, the paper brings forward the system of comprehensive evaluation index and no dimension method according with the actual condition. And at the same time, after summarizing, evaluating and analyzing the relative evaluation method, two mathematics models: entropy method and BP neural network method are confirmed to be the synthesis evaluation method for the railway transportation hi-tech equipment. At last, two cases are demonstrated and analyzed including the railway online computerized ticketing system of Guiyang railway station and the electric locomotive products manufactured by Zhuzhou electric locomotive factory of the South Locomotive Group, and the evaluation result is accord withthe fact, so the correctness of the idea and method brought forward by the paper are validated.At present studies on the evaluation of the benefit of the railway transportation hi-tech equipment home and abroad are still in the underway phases and the system theory has not come into being yet. Based on the related production of the academia been derived, the paper makes the following innovations: Firstly, the paper anatomies the four influence factor of the benefit evaluation of the railway transportation hi-tech equipment, including economic benefit, social benefit, technology benefit and quality benefit, the index system of the comprehensive evaluation is also designed. Furthermore, the evaluation idea of BP neural network and entropy method are introduced for the first time in the benefit evaluation field of the railway transportation hi-tech equipment, and through the computing and analyzing of the cases, the evaluation results achieved are demonstrated according with the fact. So the paper also has the guidance meaning in the practice of evaluation and decision about the railway transportation hi-tech equipment.
