【摘要】 本文以重庆三峡库区首批水污染防治项目工程总承包招标管理体制为研究对象，通过对国际、国内的招标方式进行对比分析，提出了工程总承包招标的方式。 项目总承包招标是通过性能性招标，实行设计、建造总承包(即交钥匙工程)。即由一个承包商联合体完成从设计到运行调试，以及人员培训全过程工作，弥补业主建设经验的不足，控制投资和保证财政资金的规范使用，通过价格竞争，承包商承建项目总价包干；承包商联合体通过合理安排设计、施工、设备采购、人员培训等工作，做到控制工期；承包商为了实现业主提出的技术经济要求，必然采取切实可靠的技术方案、合理的设备选型，利于技术保障。 重庆三峡库区首批水污染防治项目工程总承包招标，要求投标人由设计院、土建安装公司、环保公司组成联合体进行投标，经过资格预审、招标评标最终从多家投标人中选定出最符合招标文件实质要求的投标联合体，进行项目的设计、施工、设备采购、人员培训等工作，并在试运行期达标排放和竣工验收后，移交给项目业主，同时承担质量保证责任。 项目总承包招标很大程度上缓解了我市项目实施面临的问题，对于探索我市以财政性资金为主的公益性项目的投资管理方式积累一些经验，有利于进一步的探索和完善。更多还原

【Abstract】 The manage system of the final invite public bidding contraction for the water treatment of Sanxia reservoir located in Chongqing is discussed in this paper. The analysis and compare between international and national mode of invite public bidding is offered by the author. An proper mode of invite public bidding is introduced by the author.The final invite public bidding of this project is composed of invite public bidding in performance, feasibility design and final contraction. This process is accomplished by one united contractor, which including the design, operation, debugging and training of the workers. The capital spending and investment management is optimized by the price competition. The time limit for this project is controlled by the united contractor, which guarantees the deadline of the project. The reliable technology is applied by the united contractor, which guarantees the advanced technology.The united contractor of the final invite public bidding contraction for the water treatment of Sanxia reservoir is composed of design research center, architecture company and environmental company. The selection process of candidates of united contractor is composed of the examination of candidates and the valuation of the bidding. The duties of the contractor is composed of the design of the project, architecture, purchase of the equipments and the training of the workers. The quality of the project is guaranteed by the united contractor.The problems of project operation is solved partly by applying this mode of invite public bidding in Chongqing. The valuable experience is obtained by applying this mode of invite public bidding. The development of manage system of the final invite public bidding contraction is obtained in this process.更多还原
