高校科研管理流程再造研究

【摘要】 20世纪90年代以来，面对3C(顾客、竞争、变化)的压力，企业界迫切希望有一种理论来指导它们走出困境。在这种状况下，业务流程再造理论(BPR)应运而生。 业务流程再造理论的诞生，对高校传统的、基于劳动分工理论的科研管理组织机构提出了巨大的挑战。同时，随着信息技术的不断发展，高校科研管理的手段发生了根本性的变化。这给重新审视和设计高校科研管理流程，建立科研管理工作新体系带来难得的机遇。高校应该把握这个机遇，进行科研管理流程再造。 本文首先对业务流程再造理论进行了评介，分析了业务流程再造理论的提出背景、主要内容及其本质，并对该理论的发展和应用状况进行了描述。然后，从宏观和微观两个方面对我国高校科研管理现状进行了分析，揭示了我国高校科研管理活动中存在的问题，并从流程的角度解释了产生这些问题的原因。在此基础上，构建出我国高校科研管理流程再造的总体框架，提出了系统化的高校科研管理再造方法，并对几种常用的业务流程再造工具进行了简单的描述。最后，本文根据高校科研管理流程再造总体框架的要求，按照业务流程描述、业务流程分析和诊断、业务流程设计和业务流程实施的步骤，构建出以项目(课题)管理流程为核心的高校科研管理工作体系，并对高校科研管理流程再造过程中应该注意的一些问题进行了阐述。 与企业业务流程再造相比，BPR在高校中的应用还显得不够完善。本文希望通过对高校科研管理流程再造的研究，为促进高校科研工作的发展，提供一些建设性的意见以供参考。更多还原

【Abstract】 Since the 1990s, on the pressure of 3C (i.e. customer, competition and change), many corporations have being look for some theory to direct them out of the dilemma. Under such circumstances, BPR emerged as the times require.The birth of BPR, caused the doubt about the traditional college research administration organization. At the same time, with the development of IT, the means of college research administration changed radically, which brought opportunity for reconsidering and redesigning the college research administration process.This paper starts with the theory of BPR, analyzing the background, the content and the essence of BPR, and describes the actuality and the application of the theory. Then it analyses the actuality of college research administration on the macroscopical and microcosmic levels, uncovers the problems existed in college research administration, and explains the reason from the perspective of process. Based on these analyses above, the paper designs the whole frame of college research administration process reengineering, and brings forward the methods and the tools of college research administration process reengineering. It depicts the process of reengineering in details in term of process description, process analysis, process design and process implement.Comparing to the corporation business process reengineering; the application of BPR in college is imperfect. Through the research of college research administration process reengineering, it is hoped that the dissertation will give many effective suggestions for reference.更多还原
