【摘要】 近年来，随着经济和社会的发展，城市对水的需求量越来越大。对于日益突出的需求和供给的矛盾，需要对城市的水供给加大投入，黄山市丰乐水库的投资建设就是在黄山市工农业发展和城市扩展的前提下提出的。 本论文介绍了国内外供水投资的发展历程，对我国供水投资的市场化以及国际化问题进行了论述后，对我国供水系统的现状，城市供水所面临的机会和挑战进行了研究。对于丰乐水库建设所需要的资金，可以从多种渠道筹集。但是对所筹集的资金来源，需要考虑的因素很多，本论文先是从几个大的方面来进行分析研究。对于资金的筹集，从财务角度，国民经济角度以及风险的角度来进行分析，并对几个大因素里面，分成很多个小的因素，对它们进行分析。基于几个大因素，提出了多种可能融资的方案。 在确定最优的融资方案以前，用两阶段法对所提出的方案进行初步的选择，然后对于所选定的六个方案，运用层次分析法和多目标模糊综合评价法建立数学模型，进行计算和分析，从而找出最佳的融资方案。更多还原

【Abstract】 Nowadays with the development of economy and society, the water requirement in the city is becoming more and more. Toward the severe contradiction between requirement and supply, the water supply in the city should be increased. In the premise of the development of industry and agriculture and city extension, the investment of Fengle reservoir in Huangshan city is produced.The paper introduces development course of water supply investment in the world and discusses the marketing and international problems of water supply investment in our country. The paper studies opportunity and challenge of city water supply problem according to the actuality of water supply system in our country. The financing which is needed to construct Fengle reservoir can be got in different ways. But we should consider many factors toward financing resources. The paper analyzes and studies the problem in some big aspects. Toward raising money, we analyzes it from some points of view which include financing, national economy and venture. These big aspects are divided into some small aspects. Based on these big aspects, many financing plans probable are got.Before deciding optimized financing plan, elementary select is performed in two-stages method. Toward six plans selected, mathematics model is built in Analytic Hierarchy Plan and in multiobjective fuzzy synthetic evaluation plan. We can calculate and analyze it to find out the optimized financing plan.更多还原
