高校师资队伍建设理论与案例研究

【摘要】 高等教育担负着培养高级专门人才和知识创新、技术创新的重要使命,办好教育的关键在于建立一支实力雄厚的师资队伍。因而,建设一支结构合理、质量优良的高等学校师资队伍尤其重要。近年来,教育界和学术界一直在探讨高校师资队伍建设问题,已有一些研究成果,尚有很多问题亟待解决。 本文研究了我国高校师资队伍建设的现状,对存在的问题及原因作了分析;在此基础上提出运用人力资源管理理论的方法在高校中构建师资激励约束机制,才能使优秀人才脱颖而出,形成教师队伍成长的良好环境;并设计了高校师资队伍建设的基本架构,论述了高校师资队伍塑造的实施方案可以从教师职务制度的改革和完善以及科学合理的考评体系的建立来着手;最后对合肥工业大学师资队伍建设进行了案例研究,得出了将市场、竞争、激励和目标管理等新机制运用到师资管理过程中,积极探索和建立完善与新形势相适应的高校师资管理机制,是加强高校师资队伍建设的有效途径的结论。上述研究,对加强高校师资队伍建设、提高管理水平有一定的借鉴作用。

【Abstract】 As we all know, the higher education in colleges and universities has some important responsibilities such as training senior experts for socialistic construction, innovating knowledge and developing technology. At the mean time, key to running a good university is to build up a strong teacher team. So, constructing a teacher team with reasonable structure and excellent quality in universities is much more important for these education purposes. Recent years, though a lot in this area had been discussed by researchers in education field and academe and some achievements had been gained through these researches, there are still many problems waiting to be solved.In this paper, the author puts up the method by using human resource management theory to build an encouragement and restriction mechanism in teacher team construction, let the excellent persons come out and form a favorable environment for the growth of teacher team on the basis of studying the present situation of teacher team construction in Chinese universities and analyzing the existing problems and their causes. Meanwhile, the author also designs a basic structure for teacher team construction in Chinese universities, discusses the applicable program by reforming, consummating in teacher’s title system and establishing a scientific and rational check and evaluation system. At the last, on the basis of case study in teacher team construction in Hefei University of Technology, the author draws the conclusion that the combination of applying the new mechanisms such as market, competition, encouragement and goal management in teacher team managing, actively exploring, building and consummating a teacher team managing system in universities that is fit for the new situation is an effective way to strengthen the teacher team construction in universities. The research results will be benefit for enhancing the teacher team construction and increasing managing level.
