【摘要】 能源是国民经济的重要支柱，是人类生存和社会发展的重要物质基础。能源、资源、环境问题是世界各国普遍关注的重大课题。合理开发和利用能源，是国民经济和社会持续发展的重要源泉，也是一个国家综合国力的重要体现。我国的能源资源十分丰富，但是，我国人口多，能源的消费量大，而且能源利用率低，浪费严重，随着我国经济的快速增长和人民生活水平的不断提高，我国的能源形势日趋严峻。它突出表现在两个方面：一是能源的供需矛盾日益突出；二是单位国民产值能源消耗高。企业是能源消耗的大户，解决这一问题，除了研究开发新能源，增加能源生产之外，加强企业的节能工作也是一条重要的途径。本文从我国企业能源的利用与管理现状出发，分析了我国的能源形势，阐述了节能工作的重要意义；企业节能管理的目的和内容；企业节能管理的特点；企业节能管理的功能与作用；科技进步与企业节能管理；节能管理的实施等几个方面，对我国企业节能管理的一系列问题进行了深入的研究和探讨。其中，对我国油田企业节能管理的功能与作用以及我国企业节能管理的实施提出自己独到的见解，对我国企业尤其是油田企业的节能降耗管理工作具有一定的针对性和指导作用。更多还原

【Abstract】 Energy resources are the crucial support of national economy and the important substantial basic for human being’s existence and social development. All the countries in the world generally concern energy resources and environmental problems as the fatal ones. Exploiting and utilizing energy resources reasonably is not only the fatal guarantee for national economy and sustainable development of society, but also the great embodiment of the integrated national power. China has a large abundant of energy resources; but on the other hand, we has a large energy resources consumption because of the large population, and also a rather low utilization ratio because of the serious waste of the energy. As the rapid development of our national economy and the perpetual improvement of the living standard, the situation of energy resources is becoming much more severe. It outstandingly shows in two aspects: the increasing serious conflicts between energy support and demand, and the rather bad population caused by the exploration and the utilization of energy resources. As enterprise in the main consumer of energy resources, strengthening the energy saving in enterprise is an important way to solve this problem as well as researching and exploiting new energy resources. Choosing the actuality of energy utilization and management existed in our enterprise as the start, the paper lucubrates and discusses a series of problems about enterprise energy saving management from the aspects as below: the energy situation of China, the fatal significance of saving energy, the aim and content, peculiarity, function, action and implement of the enterprise management of saving energy, the relationship between science and technology and the enterprise management of saving energy. The writer raises the original option in the function and action as well as the implement of enterprise management of saving energy, and it has a certain pertinence and instructional function to the enterprise management of saving energy.更多还原
