【摘要】 在知识经济时代，智力和知识成为了推动社会进步和经济增长的核心力量。基于智力和知识的资本特性，智力资本的提出和其投资收益制度的研究更具有了重要的现实意义。 本文以制度经济学的研究方法为核心。从简述多位西方经济学家在人力资本投资收益方面的研究入手，在“环境理性人”假设的基础上，提出了“制度理性人”假设，成为了文章论述的支柱；本文的核心是对国家和个人在智力资本上的投资收益制度的分析． 舒尔茨强调了教育投资对于国家和个人收益的重要意义；贝克尔运用数理工具，强调了正规教育和职业教育的支出所形成的人力资本。罗默认为，知识具有外溢效应．知识和人力资本自身形成递增收益。赵宏中教授的“环境理性人”假设强调的是个人的决策要遵循有限理性和社会性原则，寻找最佳的策略组合；“制度理性人”强调的是产权制度的建立和完善对“人的认知能力”的扩充和“不确定环境”的预知，指导着智力资本运营的研究。 智力资本产权的含义是指山于凝聚在人体中的知识和技能的非物质资产的存在和使用所导致的交易主体相互认可或强制实施的行为关系。资产性质决定产权关系，掌握收益权，实现收益最大化，是理性主体投资决策的依据和基础。智力资本的无形性，能动性和专用性所表形出来的产权特征决定了其收益效应是激励、时滞、外部、长期、潜在和代际的。 本文从国家和个人两个角度对智力资本投资收益进行了分析，具有一定的现实指导意义。国家关于教育经费和高等教育的制度安排，属于最重要的国家智力资本投资制度。国民具有知识创新能力和企业家精神成为国家智力资本投资最有意义的收益。个人智力资本投资与个人货币收益正相关，是任何一个经济分配制度中都应当体现的一项基本原则。个人投资效率的提高和收益总量的增长，取决于个人劳动努力程度的供给状况或智力资本的使用效率。 本文以现实为依据，理论作基础，从制度经济学的角度对智力资本的投资收益进行了严谨的论证，以期对智力资本的投资收益提供一种新的研究方法。更多还原

【Abstract】 In the era of knowledge-driven economy, the intelligence and knowledge became core forces of promoting social progress and economic growth. On the basis of capital characteristic on intelligence and knowledge, intelligence capital proposition and its investment and income institutional research has importance realistic meaning.This thesis regards institutional economics’ research approach as the core. It starts from discussing simply western economist research to human capital investment and income .the institution rational person which is the thesis’ pillar is discovered on the basis of the environment rational person supposition. The core of this thesis is the institutional analysis in the intelligence capital investment and income including country and individual.Schultz has put emphasis on that education investment has important meaning in the country and personal income. Becker uses the mathematics method on emphasizing the human capital formed from regular educating and vocational education. Romer believe that knowledge has effect of overflowing, knowledge and the human capital can form and increase progressively incomes. The environment rational person supposition of Professor Hong Zhong Zhao, what is emphasized is that personal decision should follow limited rational and social principle and look for the more effective tactics association. The institution rational person, which emphasize cognitive ability expansion and uncertain environment prevision based on the capital property right’s foundation and perfection, is guiding the research of the intelligence capital operation.The meaning of the intelligence capital property right is the knowledge’s and ability ’s existence and use borned in the human body that cause the exchange persons’ behavior relation between approval and implement. The intelligence capital property right has three remarkable characteristics: The capital is privately owned, incomplete denigratingoneself, value realizes spontaneity. Assets character determines the property right relations. To grasp the right of incomes and maximize it, which is the foundation of the rational person investment decision. Intelligence capital characteristics is invisible, dynamic and special-purpose property right, which determined that its income effect is encouraged, time-later, outside, long-term, potential and inheritance.The intelligence capital investment and income will be analyzed from two sides: country and individual and have certain realistic directive significance. The country institutional arrangement about "education funds " and " higher education ", which is the most important national intelligence capital investment system. The characteristic of the national income is long-time, indirect, variety. People have knowledge innovation ability and entrepreneur spirit which become the most meaningful income of national intelligence capital investment.Personal intelligence capital investment and income is positive correlation, which is basic principle reflected in any economic distribution system. Personal investment improvement and income growth depend on individual hard-work supply state or intelligence capital using efficiency.This thesis is based on reality and the theory foundation, rigorous demonstration to the intelligence capital investment and income will be carried on in the side of institutional economy. And I expect to offer a new kind of research approach to the intelligence capital investment and income.更多还原
