【摘要】 企业是现代社会的细胞,是市场经济的主体,而占企业绝大多数的中小企业则是这一主体中最活跃、最富有活力的组成部分。中小企业在国民经济中占据了相当大的比重、创造了大量的就业机会和技术创新成果。中小企业技术创新能力的提高,对于一个国家维持其在全球市场上的竞争力和保持经济的可持续发展至关重要。近些年来,各国政府纷纷采取措施鼓励和扶持中小企业技术创新活动。我国的学者也在积极探索支持中小企业技术创新的措施,提出了很多具有实际意义的建议。但是,国内外学者对中小企业技术创新支持体系的研究还留有很多空白,如还没有学者给中小企业技术创新支持系统具体的定义,也没有系统地进行中外比较。本文针对这一情况,对中外中小企业技术创新支持体系进行了比较分析。首先,本文阐述了中小企业技术创新支持体系的概念和模式、国内外学者对中小企业技术创新支持体系的研究现状和支持体系的发展趋势。然后,本文分别分析了美、加、意、德、韩、台湾等国家或地区中小企业技术创新金融支持体系、社会化服务体系、财税支持体系和法律支持体系的内容,总结了这些国家体系的特点,接着分析了我国支持体系的内容。在参考借鉴这些国家各个支持体系成功经验的基础上,对我国相应的支持体系提出了对策建议。接着,本文建立了中小企业技术创新支持体系的评价指标体系,征求了许多专家的意见,并收集了大量的数据,使用层次分析法,对美、德、法、英、日、中、韩、巴八个国家的中小企业技术创新的支持体系进行了比较,并对评价结果作出分析。最后,本文综合上述的研究,对我国中小企业技术创新支持体系提出了相关对策建议。更多还原

【Abstract】 Enterprises are the cells of modern society and the principle part of the market economy. Most of them are Small and Medium Enterprises (SME), which are the most active and energetic part in the market economy. SME contributes to great percent in national economy together with creating plenty of employment and the fruit of technological innovations. The improvement of the SME’ capacity in technological innovations is important for a country to win the competition in the international market and keep the economy under the sustainable development. In recent years, many countries encouraged technological innovation of SME in different ways. Scholars in our country have taken many investigations in this aspect and put forward a lot of effective advices. But, there are still many questions have not been solved, such as no scholar can bring forward the exact definition of the support system for SME technological innovation, and nobody compared it in China with that in foreign countries systematically. Under this circumstance, the article will systematically compare the support system for SME technological innovation in China with that in foreign countries.At first, the dissertation discusses the definition and mode of the support system for SME technological innovation and summarizes the current situation and development of the other scholars’ study on the support system for SME technological innovation in the world. Secondly, the author analyzes the financial support system, the socialized service system, financial and taxation support system and legal support system for SME technological innovation in America, Canada, Italy, German, Korean, Taiwan, etc. On the basis of summarizing these countries’ situation, the dissertation analyzes the system in <WP=6>our country and brings forward the corresponding advices. Thirdly, the evaluation index system of the support system for SME’ technological innovation is found. At the same time, the author takes many experts’ ideas and gains enough data so as to compare the support system in China with that in America, Germany, Japan, French, Italy, Korea and Brazil with AHP and drawing the conclusion.
