【摘要】 长期以来,世界各国对电力工业主要采取国家垄断经营的模式。这种模式随着电力经济的发展,以及经济全球化进程的加快,越来越暴露出其种种弊端。为此,这些年来,英国、澳大利亚等西方国家就如何在电力行业引入竞争机制,打破垄断,进行了种种探索,并取得了较好成效,降低了电价,促进了经济的发展。随着我国加入WTO,全国上下对于打破行业垄断的呼声日益增高。电力作为国民经济的重要基础产业,如何稳妥地推进市场化改革,建立规范、平等、竞争、有序的电力市场,这些问题如果不从理论和实践上加以解决,将影响到电力改革的成功。因此本文在对电力市场化进行理论探讨的基础上,重点分析了我国电力市场化阶段目标和模式,提出了当前应开展的工作及有关政策建议。 全文共分6章。分别介绍了电力市场化问题研究的意义及主要内容等;阐述了电力市场化改革背景;分析了电力市场的特征;探讨了目前世界电力市场几种主要运作模式及其特点;阐述了我国电力市场化改革的必要性;提出了我国电力市场化构想,包括电力市场结构,电力市场化分阶段目标的设想等;指出了推进我国电力市场化应解决的问题,其中重点阐述了当前应进一步健全电力市场机制,规范市场行为、开发和完善电力市场所需要的技术支持系统等。本文认为电力市场化改革是必然趋势。因为他对电力资源的配置起着至关重要的作用。目前,我国应继续推进适合本国国情的电力市场化改革,促进社会经济发展。更多还原

【Abstract】 Electric power industry has been state-monopolized in many countries for a long time. This operational model has been exposing more and more disadvantages with the development of electric economy and the accelerating of economic globalization. Recent years, some western countries such as UK and Australia have explored a lot to introduce competitive mechanism, to break up monopoly in electric transaction, and have turned out good result in lowering the electricity price and promoting economic development. With China’s access to WTO (World Trade Organization), the voice of breaking up industrial monopoly has become stronger than ever before throughout the country. As one of the most important infrastructures of national economy, how to promote market-oriented reform in electric power industry, how to set up a standardized, equal, competitive and orderly electricity market, will directly affect the success of electric power industry reform. Based on theoretical approach to market-oriented electric power, this thesis places emphasis on analyzing the stage aim and model of market-oriented electric power in China, and puts forward the main work should be carried out at present and relevant policy suggestions. There are six chapters in this thesis. It respectively introduces the significance and main contents of studying market-oriented electric power; illustrates the background of market-oriented electric power reform; analyses the characters of electricity market; discusses the popular operation models of the electricity market abroad and their characteristics; illustrates the necessity of China’s market-oriented electricity reform; puts forward the design including the structure of electricity market and the stage aims of market-oriented electric power; points out the problems must be solved in promoting market-oriented electric power reform, such as perfecting market mechanism, restricting market behaviors, developing technical supporting system, etc.The market-oriented reform of electric power industry is an inexorable trend, which plays significant role in allocating electric power resources. At present, we should continue to promote market-oriented reform of electric power, which suit China’s national conditions, and spur the development of social economy.更多还原
