【摘要】 所谓土地储备，是指土地储备中心根据城市规划、土地利用总体规划和经济发展的客观需要，对收购或收回的土地进行储备，并对需推向市场的土地进行开发整理和投放市场的前期准备的行为。既是，为了加强政府对盘活存量土地的统筹安排，对需要盘活的土地，由政府统一收购(收回)、统一储备、统一供应，土地供应的“源头”由政府垄断。 建立土地收购储备机制有其特定的目的：要么是为了实施政府的城市规划，促进经济发展，满足住宅建设需要；要么是为了抑制土地投机，垄断土地资源和获得土地资产收益。所以，各国政府都采取了相应的立法手段，制定较为严密的法律措施，以保障该机制的运行。 经过几年的发展和运作，土地储备制度带来了相当大的社会效应和社会变化：增强了地产市场的宏观调控能力；为城市建设筹集了资金；抑制了土地炒作，规范了市场；为城市总体规划实施创造了条件。 土地储备的主体一般是土地收购储备中心，是土地储备体系的执行机构，受政府委托，在土地储备委员会领导和监督下，代表政府实施土地统一收购、储备和出让的前期准备工作。 对土地收购储备工作的决策问题有不同的看法，并已在实践中形成两种土地储备决策模式：一种称为单层决策模式，即不组建独立的决策机构，而由已有的土地资源行政管理部门负责对土地储备涉及的重大关系进行协调、对土地储备重大事项实施决策；一种称为双层决策模式，即由政府设立专门的土地收购储备管理委员会，成员包括土地、财政、计划、规划等众多相关单位，专门负责对土地资源行政管理部门难以决策的重大问题进行决策、对土地资源行政管理部门难以协调的重要关系进行协调，并与土地资源行政管理部门一道对土地储备机构的日常运作进行领导和监督。更多还原
