【摘要】 随着全球信息技术的飞速发展，特别是互联网的出现和普及，信息技术迅速地渗透到社会经济的各个领域，其间，医院信息化的重要性也越来越凸现出来。本文首先分析医院发展特点，总结出医院发展与传统管理方式的矛盾，指出了医院信息化是医院发展的必由之路。医院信息化建设在促进管理现代化，有效降低成本，改善服务水平，提高医院的经济和社会效益等方面都有着现实和深远意义。但迄今为止，对医院信息系统的综合效益还没有一套完整的评价体系，医院不知道信息化后“做得怎样”以及“怎样去做”。对医院信息系统的发展、功能框架等进行介绍的基础上利用文献评阅法、专家咨询法，并通过对样本医院的实地调查初步得出医院信息系统效益分析评价指标体系；通过文献评阅法和两轮专家咨询，最后得出了医院信息系统效益分析评价指标体系。提出按反映社会效益的业务评价指标和反映经济效益的经济评价指标两条线索建立指标，从反映医院运行状况的众多指标中，筛选出人力资源、工作效率、工作质量、管理效益、收支评价、病人费用6大方面指标，科研成果评分、平均住院日、患者满意率等17项组成评价指标体系。利用专家咨询法和层次分析法确定各评价指标的权重，建立评价模型；为检验评价模型的实用性和可操作性，选取8家样本医院进<WP=5>行调研，利用综合指数法计算出8家医院3年综合效益值；分析数据，针对目前实际工作中存在的问题，提出解决办法和发展策略：1. 医院应该根据实际全面规划，分步实施信息化建设2. 领导成员亲自参加，并设立专门的信息化领导小组3. 实行预约挂号、增加医生，缩短就诊时间并提高效率4. 系统建设是循序渐进，但信息的标准化、统一的接口要先行5. 完善评价体系，建立医院信息系统综合效益监测网络更多还原

【Abstract】 With the rapid development of global information technology, especially the emergence and popularization of Internet, information technology is penetrating into every field of the social economy dramatically. Meanwhile, the importance of informaionization of hospital is more and more distinct. In this dissertation, the author analyzed the characteristics of hospitals’ development firstly, summarized the contradiction between hospitals’ development and the traditional managerial style, and pointed out that informationization is the only way for hospitals to develop. The information construction in hospitals is practically and profoundly significant in such fields as promoting management modernization, reducing cost effectively, accelerating technological improvement, improving service quality as well as enhancing economic and social benefit of hospitals. As far, there has no complete system to evaluate the comprehensive benefit of hospital information system. Hospitals still don’t know how informationization works and how to informationize. On the basis of introducing the development and function of hospital information system, the author concluded the primary benefit analysis and evaluation index system of hospital information system through the field investigation of sample hospitals by consulting references and Delphi Method. Trough 2 circles of brain storm and consulting references, the index system of benefit analysis and evaluation of hospital information system is finally educed. Firstly, to establish the indices in 2 fields---business evaluation index and economy <WP=7>evaluation index; Secondly, to figure out 6 indices, such as human resources, work efficiency, work quality, management effectiveness, balance evaluation and patients’ expenses from the indices reflecting hospital’s operation situation; Thirdly, the evaluation index system should be composed of such 17 indices as scientific achievement grading and patients’ satisfactory rate;Fourthly, to define the weight of each index by Delphi Method and the Analyticl Hierarchy Process；Fifthly, to figure out the value of comprehensive benefit;Finally, to analyze the data in order to propose resolutions of the problems in the present practice and put forward to the tactics of development.Based on the findings above,following suggestion is proposed:1. According to comprehensive planning , the hospital should implement the hospital information system step by step2. Set up special information-based leading group 3. Adding doctors, shortening the time of seeing a doctor and raising the efficiency4. The system construction shoud be carried out step by step ,but the informationstandardization shoud implemented in advance 5.
