【摘要】 2002年、2003年国务院五部委在全国联合开展了土地市场治理整顿工作,重点清理开发区(园区)用地和规范土地市场。2004年上半年,国务院七部委又启动深入开展土地市场治理整顿工作,重点清理检查去年以来新上项目用地情况。这项工作紧紧围绕党中央、国务院确定的宏观调控政策措施进行贯彻落实,把住土地供给闸门,有效控制投资规模。该项工作虽然取得了阶段性胜利,但仍然存在土地资源不能合理配置的问题。如何优化配置土地资源、有效管理土地资产,提升地方政府宏观管理功能,建构土地价值形态的管理平台,将是重要而迫切的工作。谈到土地资源的价值管理应以打通土地管理和财政管理的联系为首要,因为国土资源实质上是国有资源性资产的管理,为求有效管理,须将土地资源纳入社会经济统一价值管理体系中,建立土地预算。面对我国地方政府不时出现土地收益流失,不能有效配置土地资源,无法有效调控土地市场的情况,如何建立与经济社会相适应的土地公共财政模式,使财政与土地部门在经济调控中更加协调,发挥更大的作用是本文研究之目的,因此本文拟运用公共管理和区域经济发展理论,应用文献分析、比较研究和经济计量的方法,定性定量分析国土资源与公共财政的关系。首先,论述土地市场运行特点,分析土地市场失灵和政府以土地制度、土地产权、土地流转、使用规则和土地公共权利的配置等非市场机制来弥补土地市场失灵,在此基础上总结政府土地管理的规划、用地、经营和行政管理各项职能,同时指出并分析政府在弥补市场配置土地资源中也会出现失灵。其次,通过事实分析国土资源中的公共财政因素,归纳土地的公共财政管理是多目标管理系统,第一级目标是土地管理具有的资源配置、收入调节、经济稳定、国企改革的公共财政职能,第二级目标是土地管理的财政收支活动,并研究其存在的问题。再次,通过以上的研究,分析公共财政与土地管理的关系,以及制度面、执行面等方面内容,寻求公共财政调控国土资源的目标、手段、效果。最后,通过比较国内主要城市、港台、发达国家的公共财政调控国土资源的不同模式,对天津市国土资源的公共财政调控进行分析研究,了解其出现困境的原因,进而对优化天津市土地资源配置提出了政策建议。更多还原

【Abstract】 Year 2002 & 2003, five ministries and commissions of State Department united to open the administering & restructuring work for the land market at the whole country range, the point is to straighten out the land use of the economic development areas (the industry areas) and normalize the land market. In the first half year 2004, the seven ministries and commissions of State Department again go deep into the work of opening the administering & restructuring for the land market, the point is to examine & straighten out the new land usage affairs for which start since last year. This work was carried through & performed by firmly following the macro policy of regulate and control which constituted by the Party Central & State Department. To hold the “gate” of the land supply & to control the investment degree effectively,Although this work got success in phase, the problem of unreasonable land resources scheme still occurred. It will be quite important & exigent work of how to optimized scheme land resources & effective manage land asset; to upgrade the macro administering function of local government; to establish the administering platform of land value conformation.For speaking of the value management of land resources, it should principally be in response to get through the land management and public finance management, because the land resources materially is the management of a property of state-owned resources, in order to become the resultful management, We must brings the land resources into to uniform value management system of the social economy, to build up the land budget. Face the situation of The land income run off from local government often appearing, Can’t scheme the land resources effectively, Can’t regulate and control the land market effectively. How to build up public finance mode of the land that suit the economy society mutually; To make public finance dept. more assorted with the land dept. during economy regulate and control, then operate more functions is the purpose of this research topic, So this text is trying to use the theories of public management & the regional economic development; to apply the literature analysis; comparison researching; and economic computation; etc methods, To qualitative & quantitative analyze the relation between land resources and public finance.First, to dissertate the characteristics of circulation of the land market, analyze the land market failure and to remedy the failure by government with land system, land property right, land running & usage rules, the scheme of land public rights etc. non- market mechanism. On this condition, to summarize the land administrant function of government on planning, using, dealing in and administration etc. at the same time to point out and analyze that it also will appear failure when the government try to restore the market to scheme the land resources.Secondly, by fact analyzing of public finance factor within land resources. To conclude public finance management of the land is multi-targets management system, the first step target is that the land management to have the resources scheme, the income regulating, economy stability, stated enterprise reform, etc. public finance functions; the second step target is the financial activity of income and expenses of the land management and to study the existed problems.Again, by the above research & analysis of the relation between public finance and the land management, from system side & executing side To seek the target, means, effect of public finance regulating and controlling the land resources.Finally, by comparing the different mode of regulating and controlling the land resources through public finance among the big local cities, Hong Kong & Taiwan area, developed countries. <WP=4>To analyze & research “public finance regulate and control the land resources of Tianjin City”, to find out the reason of predicament appearing, then to table the political proposal on optimizing the scheme of the land resources of Tianjin City.更多还原
