【摘要】 建立健全农村的社会养老保险机制是中国农村老人应对农村新形势的必要条件。目前我国许多农村还未建立起社会养老保险制度,有些地方虽已建立,但也很不完善,存在着覆盖面小、地区发展不平衡、运行机制不合理、立法滞后等问题。造成这些问题的原因是多方面的,而筹资机制、保值增增值和监督管理机制不合理是主要原因。长期以来学术研究对城镇社会养老保险机制给予了高度重视,但是对农村养老保险机制问题关注不够,从而影响了理论对实践的指导。因此探讨如何建立科学合理的社会养老保险机制具有重要的理论和实践意义。 论文共分五个部分:第一部分,引言。从我国农村现实条件出发,提出完善农村社会养老保险必要性和迫切性,明确了研究的目的和意义。对国内外农村社会养老保险机制研究状况、本文研究思路和方法做了简要介绍。第二部分,农村社会养老保险机制一般理论分析。首先界定了农村社会养老保险机制的内涵,解释了农村社会养老保险机制的构成要素和基本内容。其次提出完善农村社会养老保险的理论依据,主要有市场失灵理论、政府失灵理论、风险管理理论、经济福利理论和马克思主义社会保障理论。第三部分,我国农村社会养老保险机制状况分析。考察了我国农村社会养老保险发展的三个阶段;概括了我国农村社会养老保险机制的特点;对我国各地农村社会养老保险机制创新实践进行了考察;全面分析了农村社会养老保险机制存在的缺陷,主要表现在以下几个方面:筹资机制不合理、不公平;监督管理机制不完善,无法保证基金安全;投资环境差,保值增殖困难 ;法律机制不健全第四部分,国外农村社会养老保险机制及其启示。在分析了日本的共济制度、法国的农业社会互助金制度、德国的农民退休制度波兰的农民养老保险制度的基础上,进而总结了国外农村社会养老保险对我国农村社会养老保险机制创新的几点启示:覆盖面广,具有广泛性;城乡统筹发展社会养老保险;筹资机制多元化,目标多样化;管理科学化、法制化 ;保值增殖机制安全有效;建立专门的机构来管理农村社会养老保险。第五部分,我国农村社会养老保险机制创新研究。(1)阐述了农村社会养老保险机制创新的原则,主要有:城乡逐步一体化的原则;国家、集体、个人合理负担的筹资原则;因地制宜,分类推进原则;管理科学原则;安全与效率相结合原则。(2)探索性提出农村社会养老保险机制创新设想。一是提出了以国家、个人为主集体补助为辅的筹资新机制,明确了具体操作办法、相关的配套措施并分析了其可行性;二是提出市场化运营的保值增值机制,讨论了基金管理模式、基金投资工具以及投资组合方式;三是提出建立分工明<WP=6>确相互配合的基金监管新机制;设计了监管机构和监管规则体系;四是提出了建立新的法制机制;五是探讨了农村社会养老保险机制创新的配套措施主要有加强宣传教育、提高农民收入、发展地方经济、加强工作队伍建设、积极发展金融市场等。更多还原

【Abstract】 Setting up and amplifying the rural social pension insurance mechanism is the essential terms for the rural old man to adapt to the new situations .At present rural social pension insurance system has been not set up in a lot of countrysides in our country, Although there are some places where it has been set up, the system has some problem such as the coverage rate little, regional uneven, unreasonable operating mechanism, legislating lagging behind the practices etc. many reasons in many aspects Cause these question but the main reason is the unreasonable financial funds mechanism, the preserve value and raise value and supervise and management mechanism. The academic research has paid close attention to the urban social endowment insurance mechanism for a long time, But pay poor attention to the rural social pension insurance mechanism ,thus influenced the theory to the guide the practice. It has important theory and practice meanings to set up the rural social pension insurance mechanism . The paper consists of the five sections as follows: The first part, foreword . From rural realistic condition of our country, propose perfecting rural social pension insurance mechanism necessity and urgency, make brief introduction on the rural social endowment insurance mechanism research states both at home and abroad, and the main method of the thesis . The second part:rural social pension insurance mechanism general theory analysis. Define the intension of the rural social endowment insurance mechanism at first, explain the composition key element of the rural social endowment insurance mechanism and basic content . Secondly propose the theoretical foundation about perfecting the rural social pension insurance, Markets failure theory, government failure theory, risk management theory, the economic welfare theory and Marxism social security theory mainly.The third part,The rural social pension insurance mechanism state analysis of our country. By observing the three stages of rural social pension insurance development of our country, summarize the characteristic of the rural social pension insurance mechanism of our country; conclud the rural innovation of mechanism of social endowment insurance of all parts practice of our country; point out the defect existing in rural social pension insurance mechanism , which shows in the following <WP=8>several aspects mainly: Mechanism of raising funds is unreasonable and unfair; It is not perfect to supervise the mechanism of management, unable to guarantee that funds are safe; The investment environment is bad, to preserve value is difficult ;The legal mechanism is imperfect The fourth part,Foreign rural social pension insurance mechanism and enlightenning. In analyzing Japan ,France, Polands and Germanies,then summary the enlightenment that foreign give on innovation of social pension insurance mechanism of our country: The coverage rate is wide, extensive; The pool in urban and rural areas develops social pension insurance; Mechanism of raising funds is pluralistic, goal diversification; Management science ization, legalization ; The hyperplasia mechanism is safe to be effective to preserve value; Set up special organizations to manage the rural social pension insurance. The fifth part, The innovation of the rural social pension insurance mechanism of our country.
