上海国际航运中心自由港建设研究

【摘要】 本文从建设国际航运中心的需求出发，通过分析上海港当前的发展状况及上海周边成功港口的发展经验，结合自由贸易和自由港的有关基础理论知识，提出了建设上海国际航运中心自由港的需求。并通过对外高桥港区与保税区的联动，洋山港与芦潮港的功能互补，以及外高桥、洋山自由港区的建设等问题的分析和论述，构建了包含浦东国际机场自由区在内的上海国际航运中心自由港建设的整体设想框架，并根据需要提出了有较强可行性的建议。 本文写作过程中，对上海外高桥港区、保税区、芦潮港区、浦东国际机场以及浦东沿海区域进行了大量的实地考察，取得了很多宝贵的资料。在本文第三章及第四章中，在分析上海外高桥港区、洋山港区建设优劣势的基础上，对该两港区在上海国际航运中心建设中的定位进行了论述，并结合实地考察取得的资料提出了建设外高桥自由港区及洋山自由港区的具体规划设想方案。第五章中，在分析浦东国际机场在自由港建设中作用的基础上，提出了建设浦东国际机场自由区的建议。其后，在论述外高桥、洋山和浦东机场三个自由区域建设的基础上，结合实地考察资料，在第六章中提出了建设整个浦东沿海自由带的设想。并根据以上建设方案的需要，结合建设上海国际航运中心自由港的实际情况，在第七章中提出了具有针对性和可行性的建议。 自由港区的建设对上海国际航运中心、国际贸易中心、国际金融中心的建设以及提高上海国际航运中心的国际竞争实力均具有重要意义，本文研究的目的就在于以上海国际航运中心自由港的建设为契机，推动上海国际航运中心建设，提高上海国际航运中心参与国际航运市场竞争的综合实力。更多还原

【Abstract】 This paper analyzes the current situation of shanghai port and successful experience of the neighboring ports in the perspective of the demand of constructing international shipping center, and after integrating the basic theory of free trade and free port, it advances the demand of the construction of shanghai international shipping center free port. Through analyzing the interaction of waigaoqiao port zone and bonded area, mutual complementation of yangshan port and luchao port and the construction of waigaoqiao and yangshan free port, author builds a framework of the construction of shanghai international shipping center including the construction of pudong international airport and puts forward feasible proposal in this regard.When writing this paper, author makes thorough on-site investigation of waigaoqiao port, bonded area, luchao port, pudong international airport and coastal area and gets a lot of data. On the basis of analysis of the strength and weakness of waigaoqiao and yangshan port, the positioning of the two ports in the constrution of shanghai international shipping center has been discussed in detail in the third and fourth chapter. Based on the analysis of the function of pudong international airport in the free port construction, authors puts forward the proposal in the construction of pudong international airport free zone. On the basis of the above discussion and the relevant reality, author puts forward tentative plan of the construction of the whole coastal free area in the sixth chapter and gives some corresponding and feasible advices in the seventh chapter.The building of free port is of great significance to the construction of shanghai international shipping center, trade center, financial center and the promotion of the international competitiveness of shanghai international shipping center.
