我国农业科技进步存在的主要问题及对策研究

【摘要】 农业的发展是国民经济发展的基础，而农业科学技术的进步又是推动农业发展的必要条件。目前来看，农业科技进步已成为政府和理论界普遍关注的一个重要问题，这是由于农业科技进步存在的诸多问题已严重地制约了农业发展。本文在邓小平理论和“三个代表”重要思想的指导下，运用多种方法，力图对我国农业科技进步存在的问题进行分析，并在此基础上提出对策建议，以供有关部门参考。本文共分三部分：第一部分，包括农业科技进步的内涵、农业科技进步的几种常见模式和农业科技进步的评价方法。第二部分，分析了目前我国农业科技进步存在的主要问题，诸如农业科研及推广体制落后、农业科技进步所需资金不足、农业科技成果应用不顺、农业人力资源素质较低等，并对其成因进行了探讨。第三部分，针对我国农业科技进步存在的主要问题及其成因，本文提出了促进我国农业科技进步的对策建议。更多还原

【Abstract】 The development of agriculture is the foundation of the development of national economy. The progress of agricultural science technology is essential to promote the development of agriculture. So far, it has received much attention of the government and those involved in the circle of theory. This is because many problems, resulting from the progress of agricultural science technology, have seriously restricted the development of china’s agriculture. Under the direction of Deng Xiaoping Theory and the important thoughts of “Three Represents”, the concentrated problems in the progress of china’s agricultural science technology were discussed by means of all kinds of methods and related countermeasures were mentioned in this dissertation.This dissertation included three parts:The first part of the article includes the inner-implication of the progress of agricultural science technology, several popular models of the progress of agricultural science technology and the evaluating methods of the progress of agricultural science technology. The second part of the article analyzes some factors such as the backward of system, the shortages of funds, the low-quality of human resources, the tardive transform, which hinder the progress of china’s agricultural science technology, furthermore, the reasons were discussed.The third part of the article provides some related suggestions on dealing with these issues.更多还原
