【摘要】 福建地处我国东南沿海，与台湾隔海相望。同宗同祖的血缘亲情和同音共俗的传统文化，形成了闽台两地的特殊关系。改革开放以来，作为改革开放试验区和东南沿海加快发展的省份，福建省的经济在改革开放以来取得了可喜的成就，尤其是在吸引台资发展福建经济方面一直走在全国的前列。台资成为福建发展经济的重要资金来源。随着改革开放的不断深入，长江三角洲地区特别是以上海、苏州、昆山、杭州等为代表的一批城市的经济复苏，台商投资祖国大陆又掀起了新一轮高潮，其投资领域从过去的劳动密集型传统产业转到现在的资金密集型及高科技产业，投资的地域也逐步呈现出从福建转向长江三角洲地区的趋势。近年来，台商在福建的投资不仅比重有所下降，而且与长江三角洲相比，技术含量、投资规模等方面都存在较大的差距。福建省对台招商引资面临着严峻的考验。随着海峡两岸先后加入WTO及两岸关系的新形势发展，福建迎来新一轮的发展机遇。如何在新世纪增强自身吸引台资的能力，这是福建省解决的实际问题。笔者试图在分析福建省和长江三角洲地区投资环境的基础上，通过对两地区在投资基础环境、基础设施条件、区域发展水平、人力资源状况、吸引外资的政策、产业布局结构等方面的比较，对福建省在下一阶段如何把握台资新动向，更新思路，创新办法，增强吸引力，在引进台资方面取得实质性进展提出建设性意见。更多还原

【Abstract】 Fujian is located along the coast of Southeast China, facing Taiwan across the straights. The blood lineage and the same traditional culture have formed the special relationship between Fujian and Taiwan. Since the reform and opening to the outside world, Fujian, a quickly developing province in Southeast China as well as a trial place of reform and opening, has made gratifying achievements, esp. in attracting the investment from Taiwan, which comes out at the top of China. The investment from Taiwan has become an important mode of financing in Fujian’s economic development. The intensification of reform and the recovery of economy in the Changjiang Delta which is represented by such cities as Shanghai, Suzhou, Kunshang, Hangzhou, etc., initiate a new movement to promote the investment from Taiwan. However, the investment shifts from labor intensive industry to nowadays’ capital intensive industry and high-tech industry as well as from Fujian to the Changjiang Delta. In recent years, not only the proportion of the investment in Fujian decreases, but the technological content and the scale of investment in Fujian still need improvement. Fujian is facing the ordeal of attracting more investment from Taiwan. With the entry of Fujian and Taiwan into WTO, and the new development of the relationship across the straights, Fujian is offered a new developing opportunity. How to enhance the capacity of attracting more investment from Taiwan, is a practical problem for Fujian to solve. Based on the analysis of investment environments of Fujian and the Changjiang Delta, by the comparison of infrastructure, regional developing level, human talent resources, favorable policies and industrial structure of these two areas, this thesis tries to put forward some proposals on the orientation of the investment from Taiwan, the innovation of thinking, the increase of the attracting ability and how to make substantive progress on introducing more investment from Taiwan.更多还原
