中国公民社会问题研究

【摘要】 公民社会是指相对独立和自治于国家与政府的政治行政领域的社会经济文化领域，以及在该领域中活动的规则化、组织化的社会团体组织系统。公民社会理念要求公民社会内部以自由、平等的契约关系来调节各种关系，这与国家和政府行政领域主要以强制性的政治、法律手段调节各种关系截然不同。公民社会最根本的特征就在于，它突出了每一位作为个体的公民的民主性和平等性，每位公民的权益、需求、意愿与价值都得到了前所未有的、高度的尊重。任何一种与每位公民有密切关联的社会行为方案的设计与实施，都要以对作为当事人的每位公民的自主意识的认可为前提。公民社会的建立，使生活于其中的人们在个体自由、富裕、闲暇、社会安宁及教育需求上赢得了前所未有的满足。然而一个社会的健康发展，除了要靠坚持尊重个体自主性这一基本原则之外，还需要有公民自觉的责任意识、参与意识。 本论文从四个方面探讨了中国公民社会的有关问题：第一部分概括地介绍公民社会的基本概念、基本理论，以及国内外学术界近年来的研究状况；第二部分侧重描述中国公民社会的产生与发展问题，意在揭示中国公民社会出现的历史背景、社会条件，以及目前的发展现状；第三部分着重论述中国公民社会建设的意义和发展前景；第四部分在探讨中国公民社会发展进程中存在的问题、建设公民社会应遵循的原则的基础上，重点提出了新时期中国公民社会的建构途径。更多还原

【Abstract】 Civil society is a economical, cultural social realm relatively independent and autonomous of country and govemment’s political and executive realm, and an organized social group system in which the activities are regular and well organized. The idea of civil society requires to adjust varied connections by free and equal contract relations, quite distinct from that of a country and government’s political and executive field, in which compulsory political and law methods are required. The civil society is characteristic of stressing individual democratic and equal nature and shows unprecedented respect for civil rights, needs, willingness and values. Any plan’s designing and fulfilling if connected closely with every citizen must be based on the premise of civil recognition. The foundation of civil society greatly satisfies the people living in it in individual freedom, prosperity, leisure, social safety and education etc. However, beyond the respect for individual decision-making power, the social development needs civil consciously responsible and participating awareness.This paper explores the problems related to Chinese citizen from four aspects: The first part introduces briefly the basic concept and theory of civil society, and the present research sate in home and abroad academic fields. The second part mainly tells of the emergence and development of Chinese civil society to reveal the history backgrounds, social condition and the present development state. The third part mainly discusses the significance and prospect to construct Chinese civil society. In the last part, the paper puts forward the methods based on exploration of the existing problem and the observed principles to construct Chinese civil society in the new era更多还原
