【摘要】 民营科技企业是在中国改革开放的浪潮中应运而生的新生企业群体，随着我国市场经济的发展，民营科技企业进入了一个持续健康的发展阶段，取得了令人瞩目的成绩，成为推动国民经济增长的一支重要力量。面对日益激励的竞争环境和走向国际化的发展目标，民营科技企业只有在企业制度上持续创新才能把握住企业生存和发展的主动权，而产权制度是企业的一项根本制度，对企业的发展起着至关重要的作用。 本文从民营科技企业产权制度的历史演变分析入手，以现代企业产权理论为基础，结合我国实际情况分析了现阶段民营科技企业产权制度的特点，并重点探讨了民营科技企业产权制度改革的具体步骤和产权制度创新的方法。文章指出民营科技企业在产权界定明晰的基础上，应加强以知识技术、人力资本为重点的产权制度创新，在企业内部建立合理的产权激励机制，在企业外部进行有效的产权运营，从而构建了民营科技企业产权制度的整体框架，为我国民营科技企业产权制度研究提供了新的思路。 全文分为四个章节：第一章是民营科技企业的概述；第二章是从产权的经济理论分析出发，按照时间顺序，对民营科技企业产权制度的发展及现阶段的新特点做了较全面的阐述，为本文的重点研究内容做了铺垫；第三章是论文的主要章节，以民营科技企业产权界定为基础，提出了较为切实的产权改革方案，并重点探讨了现阶段民营科技企业产权制度创新的方式；第四章从民营科技企业发展的宏观方面出发，分析了我国民营科技企业产权改革的制度保障，主要包括法律制度的完善和产权交易市场的发展两个方面。更多还原

【Abstract】 The private scientific and technological enterprise is a new born enterprise colony arising at the tide of reform and opening up to the outside world. With the development of market economy of our country, private scientific and technological enterprises have entered a healthy and continuous developing period, have obtained attractive achievement, and become new sources for China state economic growth. Faced to the more and more competitive environment and the internationalized developing goal, the private scientific and technological enterprise should innovate continuously on the enterprise system in order to hold the initiative, which makes the enterprise survived and developed. The property rights system is a basic system for enterprise, and play an essential role on the development of the enterprise.In this essay, the author starts with the history of the property rights system of the private scientific and technological enterprise. Based upon the property rights theory of modern enterprise, the author analyses the present characteristic of the private scientific and technological enterprise property rights system, which is combined with the reality of our country. And about the property rights system of the private scientific and technological enterprise, the author makes a deep analysis on the concrete measure of the reform and the innovation method. This essay pointed out that on the basis of defining the property rights distinctively, the private scientific and technological enterprise should strengthen the innovation of property rights system, in which knowledge, technology and human capital are the focal points. Inside the enterprise the rational property rights incentive mechanism should be set, outside the enterprise the effective property rights running should be carry on. Thus for the private scientific and technological enterprise the whole frame of property rights system is structured. All these standpoints offer new thoughts for the research of property rights system for the civil scientific and technological enterprise.The essay is divided into four chapters: The first one is about the summarize of private scientific and technological enterprise. The second part starts with the analysis of property rights theory, and clarifies the development and the present feature of the private scientific and technological enterprise property rights system. The third chapter is based on the property rights defining of the enterprises, and provides the specific project of the property rights reformation. The point of this chapter is about the innovation modes of property rights system for the enterprises. The last chapter analyses the system protection of the property rights reformation for the civil private scientific and technological enterprise. It’s the macro aspect for the development of the enterprises, including the enhancement of the law system and the property rights transaction market.更多还原
