【摘要】 尽管社会保障并不是只面向弱势群体的制度安排，作为一个社会制度体系，它的保障对象是全体公民，但是社会保障制度与弱势群体社会保护之间存在着内在的紧密联系。表现在社会弱势群体构成了社会保障制度最基本的具体对象，而社会保障制度又是以向弱势群体提供最低生活保障为最基本的职责，进而以促使全体社会成员在免于沦为弱势群体的同时尽可能地过上平等幸福的生活为历史使命。社会保障制度是对弱势群体进行社会保护的重要制度之一，在弱势群体社会保护方面起着不可或缺的重要作用。 全文共分为四个部分： 第一章通过界定弱势群体的概念、特征和社会保障体系及其基本概念，分析弱势群体与社会保障制度之间的关系，指出社会保障制度所涉及的弱势群体。 第二章具体分析了社会保障制度如何对弱势群体进行社会保护。社会保障制度作为一个立体的综合保障体系，主要通过两方面对弱势群体进行社会保护，一是社会救济制度为现有的弱势群体提供最低生活需求的经济保障；二是社会保险制度保护劳动者及其家庭免于沦为弱势群体成员。 第三章总结我国社会保障制度在弱势群体社会保护方面取得的成就和面临的挑战。随着社会的发展、进步及我国社会保障制度改革的进一步深化，社会保障制度对弱势群体的社会保护取得了令人瞩目的成就。但是，由于历史条件限制以及一些现实问题，我国的社会保障制度还面临着很多挑战。 第四章提出政策建议，建立健全社会保障制度为弱势群体提供社会保护。针对我国现行社会保障制度的不足，根据弱势群体的发展变化和现实需求，坚定不移地推进社会保障制度改革，建立健全相关的具体社会保障制度，为弱势群体提供一个分层合理、衔接紧凑、保障缜密的社会安全网。更多还原

【Abstract】 The social security system and the social protection for the vulnerable groups have an inherent and tight connection, although the social security system covers not only the vulnerable groups but all citizens. The most fundamental target of the social security system is the social vulnerable groups, i.e., the most basic duty of the social security system is to guarantee the minimum living standard of vulnerable groups, and impel all social member to live equal happy life as much as possible without being vulnerable. The social security system is one of the important systems that carry on social protection for the vulnerable groups.The full text is divided into four parts:Chapter one mainly defines the conception and characteristic of the vulnerable groups and the social security system, analyzes the relation between them, and points out the vulnerable groups involved in the social security system.Chapter two makes a concrete analysis how the social security system protects the vulnerable groups. As a three-dimensional compositive security system, the social security system protects the vulnerable groups through two ways mainly. First, the social assistance system offers the minimum life guarantee for existing vulnerable groups. Second, the social insurance system protects the laborers and their families from being members of vulnerable groups.Chapter three summarizes the achievements and challenges of Chinese social security system in the vulnerable groups social protecting. With the evolution of the society and the social security system reform, the social security system has made distinguished achievements in the vulnerable groups protection. However, because of the limitations of historical conditions and some real-life questions, the social security system of our country still faces a lot of challenges.Chapter four gives the policy recommendations to establish and improve the social security system for the vulnerable groups protection. Aiming at the deficiency of the current social security system and according to the development trend of the vulnerable groups and their realistic needs, we should advance the reform of social security system, establish and improve the relevant concrete social security system, and offer a reasonably layered, compact and meticulous social safety net for the vulnerable groups.更多还原
