新时期灵活就业人员社会保障问题研究

【摘要】 就业压力大是我国长期面临的突出矛盾,目前就业形势日趋严峻。由于产业结构变动及全球化导致的市场竞争加剧,灵活就业领域日益扩大。随着灵活就业的发展,灵活就业人员已经日益成为一个不容忽视的规模巨大的社会群体,灵活就业人员的社会保障问题也日益突出。本文立足我国国情,并借鉴国外经验,从分析灵活就业和灵活就业人员的特点入手,以医疗保险为例对灵活就业人员的社会保障问题进行了比较全面的分析和探索,在此基础上,提出了完善灵活就业人员社会保障制度的思路和措施。 全文除导言外,共计5章,其主要内容如下: 第1章通过对当前就业形势以及就业环境变革的分析,阐述了灵活就业的发展空间及其现实意义;同时,通过对我国社会保障现状的分析,阐明适应新型就业形式的发展,将灵活就业人员纳入到基本社会保障范围,建立与灵活就业人员相适应的社会保障制度势在必行。 第2章首先对灵活就业的定义、基本特点、主要类型等进行了界定和分析;其后分析了灵活就业人员的特点、构成、分布和规模等基本状况,作为研究灵活就业人员社会保障问题的基础。 第3章介绍并分析了外国政府对灵活就业人员的社会保障政策及其特点,为我国研究灵活就业人员的社会保障问题提供借鉴和参考。 第4章分析了将灵活就业人员纳入社会保障体系的必要性及其社会保障现状,着重对灵活就业人员参加基本医疗保险状况进行了实证分析,即对各地灵活就业人员基本医疗保险政策进行了比较、分析和提炼。并在此基础上,对目前灵活就业人员的医疗保险制度提出了思考和建议。 第5章依据灵活就业形式及灵活就业人员的自身特点,提出了完善灵活就业人员社会保障制度的思路、基本原则和具体措施建议,包括管理服务、政策完善和制度设计等方面。

【Abstract】 In a long period, China now is facing severe challenge for employment. At present, employment situations are becoming gradually stern. Because of industrial restructuring and globalization, market competitions are becoming aggravating. Flexible employment is enlarging increasingly. With the development of flexible employment, flexible employees have become increasingly a large and large-scale social group, which can’t be neglected. The question of the social security for the flexible employees is becoming outstanding day by day. Based on the domestic situations of China and the lessons from other countries, the thesis analyzes and approaches comprehensively the question of the social security for the flexible employees by analyzing the feature of the flexible employment and flexible employees. The health insurance is taken as a sample. Basing on those analyses, this thesis puts forward some approaches and recommendations about completing social security systems of flexible employees.Apart from the part Introduction, the thesis consists of the following five chapters:In 1st chapter, by analyzing the current employment situations as well as the transforms of employment environment, the thesis expounds the flexible employment development space and practical significance; At the same time, the thesis holds that it is imperative to establish social securities adaptable to the flexible employees which is included in the social securities in order to meet the new employment situation.In 2nd chapter, the thesis analyzes and forms the definition, the essential feature and main types of the free employment. Then, analysis is carried on the characteristics, the constitution, the distribution and the number of the flexible employees, which is the base theory to study social securities of flexible employees.In 3rd chapter, social security policy and its characteristic in other countries are introduced and analyzed, which provide models and experience for our country to study the social securities covering the same field.In 4th chapter, the thesis analyzes the current social securities situations and thenecessities to include the flexible employees to the social security system. Emphatically, the paper puts practical analysis on the situations that flexible employees joined the basic health insurance by comparing, analyzing and refining the basic health insurance policies in different regions. On the ground, the paper proposes some suggestions for the current basic health insurance securities for flexible employees.In 5 chapter, according to the characters of flexible employment as well as the forms, proposals and principles are given to improve the flexible employees’ social securities, including the management service, the policies’ perfection and the systems designing.
