战后法国对印度支那政策的演变与中法建交(1949-1964)

【摘要】 1964年1月,戴高乐将军领导下的法国政府无视美国的压力和整个西方世界的反对,在冷战的国际背景下,正式宣布同新中国建立外交关系,全世界为之轰动,中法建交也因此被称为“外交核爆炸”。40年过去了,国内外对中法建交问题的探讨已有颇多著述,但从战后法国对印支政策的演变这一角度来考察中法建交尚不多见。基于此,本文试图从这一角度对中、法、美三国在印支地区的利益冲突进行分析,以揭示法国印支政策的演变对中法建交所起的巨大推动作用。 全文分四部分。第一章主要就战后初期中、法、美三国对印度支那的政策进行了探讨。1954年日内瓦会议前美国支持法国重返印度支那,而中国则坚决支持印度支那人民抗击法美的侵略,中国与法美之间矛盾突出。日内瓦会议后,随着美国排挤和取代法国在印支的势力,法美矛盾日趋尖锐,而中法之间矛盾日渐趋缓,这就为日后中法接近并建立外交关系埋下伏笔。第二章重点对日内瓦会议前后法美在印度支那问题上存在的矛盾及产生这些矛盾的原因进行论述,旨在揭示法美之间的重重矛盾促使法国走上了联中抗美的道路,从而引出第三章的内容,即法国对印度支那政策的战略转变推动法国承认新中国。最后一部分是结束语,归纳和总结全文,对中法建交的历史必然性、中、法、美三国在印度支那问题上的三角关系对中法建交的推动作用、中法建交的国际影响以及从中法建交中可得出的经验与教训进行简要综述。

【Abstract】 In January, 1964, regardless of the objection of the whole west world, especially the U.S, the France government under General De Gaulle recognized the People’s Republic of China under the cold war circumstances, which resulted in so great effect that the establishment of the diplomatic relation between China and France was considered as a "nuclear explosion in diplomacy". After 40 years, there are many books and articles involved in the relation of China and France at home and abroad, but the study that discusses the two countries’ relation from the evolvement of the French policy to Indochina after the Second World War is rare. This article aims to emphasize the great importance of the French Indochina’s policy to the establishment of the diplomatic relation between China and France by analyzing the interest conflicts among China. France and the U.S.It includes four parts. The first chapter introduces the different policy of China, France and the U.S to Indochina in the early time after the Second World War. According to this chapter, America supported the French to govern Indochina again before the Geneva conference in 1954, but China supported strongly the resistance of the Indochina to France and the U.S. After the Geneva conference, America replaced the French status in Indochina, which made the contradiction between France and America become acute. Meanwhile, the conflict between China and France alleviated, which made it possible for the revival of the diplomatic relation between the two countries. The second chapter focuses on the contradiction between France and America before and after the Geneva conference, analyzing the causes of the contradiction. From the second chapter, we can know it is the contradiction between France and America in Indochina that drove France to antagonize America by uniting China. The third chapter expresses the center meaning that the strategic change of the French policy to Indochina made it recognize China. The conclusion generalizes the whole paper.
