【摘要】 自改革开放以来，中国共产党的私营经济政策已经经历了二十多年的发展。这二十多年的发展历程同时也是党对私营经济认识不断深化，理论不断升华和社会实践不断扩大的一个过程。 以党的政策对私营经济地位规定的变化为标志，改革开放以来党的私营经济政策前后经历了四个阶段：默许私营经济存在的阶段、承认私营经济合法的阶段、确认私营经济是公有制经济的补充，并与其他经济成分共同发展的阶段和把私营经济纳入社会主义初级阶段基本经济制度的阶段。 党的私营经济政策之所以不断发展，既是党基于解决就业、维护社会安定的考虑，也是社会和产业发展提出的要求；既有私营经济自身发展的推动的原因，也是思想解放运动作用的结果。 改革开放以来党的私营经济政策内容十分丰富，既对私营经济的地位性质、经营范围和发展环境等做出了规定，也对私营企业、私营企业主和私营企业雇工的责权益进行了阐述。 改革开放以来党的私营经济政策呈现出灵活性和与时俱进的特征，具有重要的实践意义，对改革开放以来当代中国人们的思想观念的转变、立法和法律实施进程的推进、社会基层结构的变迁和经济体制的不断完善等多方面产生了巨大的影响。但是目前来讲，这一政策在市场准入、进出口、经营用地等许多方面仍然存在着一些问题，需要我们积极地探求解决这些问题的措施。 随着我国经济的继续发展，党的认识和理论的继续深化，中国共产党的私营经济政策必然会与时俱进，日臻完善。更多还原

【Abstract】 Since the reform and opening policy, the Chinese Communist Party’s privately-owned economic policies have undergone twenty-years’ development. The course of its development simultaneously was the course in which the understanding of privately - owned economy got deepened, the theories became mature, and the social practice was enlarged.According to the evolution of the status of privately - owned economy in the policy, the development of privately - owned economic policies has experienced four periods.Our party develops the policies in order to relieve the crisis of unemployment, uphold the peace of society, and satisfy the request of the industrial development. At same times, the development of privately - owned economy and the liberation of thoughts propels the policies’ pace.The privately - owned economic policies has a substantial content. It stipulates the status and the management scope of the privately - owned economy, as well as the rights and interests of privately - owned enterprises, their owners and workers. The policies have much effect on the people’s thoughts, the laws, the social structure and the economic system.The policies have some characteristics, including the characters of system, times and creation. By far, the policies have problems in some aspects. To study it and find the methods to settle the problems is of significance.In future, with the development of the Chinese economy, the Chinese Communist Party’s privately ?owned economic policies will develop to perfection.更多还原
