高速公路客运发展的关键问题研究

【摘要】 近几年随着公路建设投资力度的逐步加大,我国高速公路建设处于高速发展阶段。据统计,截至2003年底,高速公路通车里程已达到2.98万公里,并在东部地区部分省市已初步形成了高速公路网,加上汽车业作为国民经济支柱产业地位的确定,为我国高速公路客运业的快速发展创造了良好基础条件。然而从整体上,“路、站、车”作为高速公路客运系统的基本构成要素在我国目前发展极不平衡,加上受传统客运模式的约束和行政区划割据的影响,整个高速公路客运体系还不完善仍处于初级发展阶段。 本文中高速公路客运是指营运线路主要里程通过高速公路、采用经营性公共交通工具由出发点到目的地的一种点到点的直达客运出行方式。论文主要对高速公路客运系统中“人、站、车”即高速公路客运量预测、高速公路客运场站选址布局和高速公路客运运力配置进行了展开研究,旨在以此三个关键问题的研究为系统平台,逐步规范和引导高速公路客运快速、协调、健康发展。 高速公路客运量预测值是场站规划布局和运力配置的主要依据,为提高其预测结果精确度,文中以运输工具为标准对通道内客运方式进行了细化,并在构建预测模型时考虑到旅客运输需求属性对运输方式选择的影响,进一步提高了预测的科学性和合理性;客运站的选址布局研究中,针对高速公路客运特征提出了配套场站的选址布局原则和步骤,考虑到从客运站到高速路入口的市内行车阻碍其“高速性”的充分发挥,在以获得最大综合经济效益(最小综合费用)为目标建立理论最优化选址模型中,把旅客从车站到目的地的时间以高速公路入口为节点划分为市内行车时间和高速公路行车时间,最后引入“优度”概念进一步对定性因素进行比较,进而求得实际可行最优站址;对运力配置研究中,主要对高速公路客运市场准入条件、运力规模、结构的确定进行了展开阐述与研究,并构建了高速公路营运线路单方向运力投放规模的基本公式。
【Abstract】 In recent years, expressways in China have developed rapidly with the gradually increasing investment on highway. According to the statistics, the expressways have already covered 29.8 thousand kilometers until the end of 2003, and the expressways net has been built in some cities in eastern China, in addition, the car industry which has been ensured the supporting industry of domestic economic , which have laid good foundations for developing expressway passenger transportation. However, on the whole, "road, station, car" , as the basic composing factors of the expressway passenger transportation system, have developed lopsidedly in recent years, and the whole system of expressway passenger transportation is far from being perfect and is still in the stage of early development because of the restriction of traditional passenger transportation mode and the influence of separation of administrative regions.The expressway passenger transportation in this thesis is confined to the direct passenger transportation, in which the main operation circuit is expressway, and the operational vehicles run from a starting point to destination directly. This thesis focuses on researching "passenger, station, car" in expressway passenger transportation system, that is, the forecasting of expressway passenger transport volume, the siting and distribution of stations, and the deployment of transport capacity. The purpose is to gradually regulate and lead the fast, harmonious, and healthy development of expressway passenger transportation, relying on the research of the three key issues.The forecasting result of the expressway passenger transport volume, as the major evidence for the distribution and siting of stations and the deployment of transport capacity, is of great significance. The research improves the scientific and reasoning aspects through the analysis of the factors that affects expresswaypassenger transport, taking into account the effects of those factors while constructing the forecasting model. Then, the analysis of the principles, steps, and methods of distribution and siting of passenger stations is conducted, theoretical optimizing modes are constructed with the purpose of the largest synthetic economic benefits, qualitative factors are compared, eventually the best realistic site of stations is obtained. Finally, in the research of the transport capacity deployment, the qualifications for admittance to expressway passenger transportation market, the scale of transport capacity, the confirm of structures are illustrated in detail, the basic formula for the scale of transport capacity is constructed with the consideration of the practical operation reality.
