【摘要】 企业组织结构的优化与变革密切依赖于企业的内外部环境，并呈现出动态有效性。与此同时，由于企业组织效率增长的关联性以及当前外部环境变化的压力，使得企业组织内部效率提高的边际收益明显递减，单纯的内部效率的提高似乎难以营造出长久的竞争优势。开放性的组织诊断作为适应当前企业组织优化与变革的前提条件，其作用及需求日益增强。在此背景下，本文将企业的产业行业价值链引入企业组织诊断领域，试图构造宏观层面上的组织诊断方法体系，即产业行业价值链评价体系。 首先，本文将从阐述产业行业价值链的构造及其在企业组织结构中的地位入手，在传统组织诊断理论及方法综述与评价的基础上，分析产业行业价值链的引入对企业组织诊断的作用，从而明确产业行业价值链评价体系研究的理论意义和现实意义。接着，本文从新的视角即企业组织功能层面分析组织发展与演化进程及趋势，并着重阐述核心功能的形成动因、过程及组织形式，为产业行业价值链评价体系的构思与设计提供指导思想。再者，本文将深入分析价值工程成为产业行业价值链评价的主导方法的可能性；鉴于运用价值工程所面临的特殊问题，本文融合战略分析、模糊综合评价以及层次分析等方法对功能评价方法作必要的适应性改进和组合应用。据此，本文所构建的产业行业价值链评价体系可分为功能环境分析、产业行业价值链功能评价、产业行业价值链优化与设计三个子体系。最后，本文在详细地阐述各子体系的基础上，提出计算机辅助组织诊断系统的初步构想，为辅助诊断系统设计与软件开发的进一步研究奠定基础。更多还原

【Abstract】 Optimization and reformation of an enterprise organization structure, presenting dynamic effectiveness, closely depends on the inner and outer environment of the enterprise. Meanwhile, relevance of organization efficiency increasing and the pressure brought about by changes of outer environment nowadays results in the margin profit of the efficiency inside an organization obviously decreasing, therefore, only to raise the inner efficiency of the organization seems difficultly to acquire long-term competitive advantages. As the precondition of adapting to optimization and reformation of an organization currently, the function and the demands of opening Organization Consulting are growing day by day. Under the background, this paper will introduce the industiy and trade value chain of an enterprise to the field of Organization Consulting, and try to build the methods system of Organization Consulting from macro layer, namely, the industry and trade value chain evaluating system.Firstly, this paper will start with elaborate the structure and the status of the industiy and trade value chain of an enterprise, and analyze the role of the industiy and trade value chain applied to Organization Consulting based on summarizing and appraising the theory and methods of traditional Organization Consulting, thus to be-clear about the significance theoretically and practically of the research on the industry and trade value chain evaluating system. Secondly, the paper will analyze the process and the tendency of organization development and evolution from the new angle, namely, organization function layer of an enterprise, then stress to expound the course and the driven factors of development, and the organizing formof the core function, providing direct idea for the conception and formulation of the industry and trade value chain evaluating system. Thirdly, the paper will deeply analyze the probability that Value Engineering becomes the leading method of evaluating industry and trade value chain, and in view of the special problems with which to apply Value Engineering is confronted, the paper will integrate the thought and methods of strategy analysis, Fuzzy Comprehensive Assessment, and Analytical Hierarchy Process etc. to make necessarily adaptable improvement to function appraisal methods and put forward combine application of methods. Hence, the industry and trade value chain evaluating system constructed in the paper is composed of three sub-systems, which are function environment analysis, function appraisal of industry and trade value chain and optimization of industiy and trade value chain. Finally, in based of setting forth each sub-system in detail, the paper offers the primary conception of Computer-aid Organization Consulting System, laying a foundation of further research on Computer-aid Organization Consulting System design and software development.更多还原
