中国银行业监管体系研究

【摘要】 银行业作为现代经济的核心，在一国的金融体系中占有重要的地位，其健康运行是金融正常运行的关键，而银行监管对于银行正常运转起着关键的作用。我国银行业由于长期受计划经济体制的影响，风险控制意识不强，存在着大量的坏帐，银行业风险较大。 随着中国加入WTO，金融开放的步伐也进一步加快，中国的银行业将面临外资银行的巨大冲击，在这样的形势下，对于如何进行风险控制、加强银行监管这一问题的探讨再次成为人们研究的焦点。本文从金融监管理论人手，详细分析了我国银行业监管的发展体系，在此基础上，结合西方发达国家银行监管的经验，提出了完善我国银行业监管体系的政策性建议。具体内容如下： 论文第一部分首先对金融监管的理论依据作以概述，通过金融监管理论的演化以及金融监管实践的变迁来阐述金融监管的整个的发展过程。 第二部分首先回顾了我国银行业监管体系的发展里程，在此基础上对我国银行业监管体系的发展进行了简要的评价，分析了既有的经验及存在的问题。 第三部分主要介绍世界发达国家银行监管模式，并对其在银行业监管方面的经验进行了总结。 第四部分在结合发达国家银行业监管经验的基础上，从法律、政府监管、社会监管、行业自律监管以及内部自控监管等方面提出改进我国银行业监管体系的建议。更多还原

【Abstract】 Banking business is the cord of modern economy and plays an important role in national financial system. Its healthy operation is a key factor to finance running well. The supervision from central bank is also a key factor to safety operation of banking business. The banks don’t have strong awareness of risk control, and have many bad loans, and run under big risk because China banking system are heavily affected by planned economic system for a long time.Since China has jointed the WTO and its finance opening to world is accelerated, the banking business of Chinese bank will face heavy impact from foreign banks. Under this situation, how to control banking risk and how to strengthen the supervision from central bank become the focus issue. This paper starts with the theory of financial supervision and analyzes in detail the framework development of financial supervision. On the basis of this study, combining the supervision experience from the banks in developed western country, the suggestions about how to perfect the supervision system are proposed as follows.The first part of this paper introduces in general the theoretical foundation of financial supervision. It explains the whole development of financial supervision through the evolutions and practice of financial supervisionIn the second part, it reviews the system development of the bank supervision in China. Then, on the basis of this, it evaluates briefly the development of the bank supervisory system in China, and analyzes the experience gained in the past and problems existed.The third part Recommends mainly supervising mode of the developed national bank, and summarizes its experience in supervising at the bank.The fourth part, combining the supervising experience from developed national bank, proposes the suggestions on improving the framework of bank supervision from different angles, such as law, government supervision, society supervision, the trades supervision and internal automatic control.更多还原
