基于GIS的水环境评价决策支持系统

【摘要】 环境管理具有复杂性和动态性,涉及多部门,多地区和多领域,需要处理大量的数据。环境信息的科学化、系统化是实现环境管理科学化的前提和基础。因此,设计一个能分析信息与信息之间联系和区别的,能挖掘蕴藏在环境事件和现象中的内涵和规律,并通过模拟使用户看到结果的,便于管理和决策的环境管理和决策支持系统已势在必行。 环境问题与地理因素紧密相关,通常带有很强的地理或地理分布特征。地理信息系统(GIS)在查询、输出、管理、分析、操作与表达地理信息方面有其独到优势。本文通过将地理信息系统(GIS)结合到DSS中,讨论、设计、并实现了一个空间决策支持系统(SDSS)。本文首先对决策支持系统及课题背景进行了简单介绍,然后对当代地理信息系统做了研究综述,接下来对系统进行了可行性分析和功能设计,系统主要功能包括地图浏览、信息查询、分析预测、信息维护等。在进行了系统网络结构设计和开发工具选择后,对系统进行了详细的编程实现及结果展示。最后对整个系统进行了总结。 本文在SDSS的结构、系统集成方法、以及它在环境评价与洪水灾害防治方面的应用都进行了详细深入的探讨研究,既保证系统的实用性,又通过采用先进的结构体系和引用人工智能算法保证系统的先进型,给出了一个具体系统的整个设计实现过程。 该系统是辽宁省自然科学基金资助项目,对于空间决策支持系统的设计实现,以及它在环境评价和防洪辅助决策方面的应用都有很好的指导意义和实际应用价值。

【Abstract】 Environmental management has the features of complexity and variability, and relates to many departments, regions and fields, and needs to deal with huge data. Systematism and informationization is the foundation of environmental management. Therefore, a convenient and scientific decisions supporting system(DSS) that can analyze the relations and divisions between information, and can find the orders between environmental accidents and phenomena, and can give the users intuitionistic results is very needed.Environmental issues keep close relationships with geographic factors. GIS has the advantages on geographic information’s processing, such as querying, management, output, analysis, expression. This paper integrated GIS with DSS, to discuss, design and realize a spatial decisions supporting system (SDSS). Firstly, the background and conception of DSS were introduced, and the development of GIS in the present age was summarized. Secondly, the feasibility of the system was discussed and the function was designed. The main function includes map-browse, information-query, analysis and prediction, data-maintenance. After the design of the structure and the choice of developing tools, the system was programmed and the results were demonstrated. At the last, the whole system was summarized.The SDSS can give the decision-makers of environmental management scientific and visual helps on decision making. This paper discussed deeply on the structure of SDSS and its uses on environment-evaluation and flood-disaster-defending, and how to design, realize a SDSS. The system was designed with advanced structure and realized with advanced AI algorithms. The whole design and realizing procedure was introduced.Liaoning Natural Science Funds supported this system. This system has directive value and applied value on SDSS designation and realization, environmental management and decision supporting.
