一体化管理体系在华能大连电厂中的应用研究

【摘要】 华能大连电厂于2001年完成了三项国际标准，即ISO9000质量管理体系、ISO14000环境管理体系和OHSAS18000职业安全卫生管理体系的贯标工作，但是在实际应用三项国际标准进行企业管理的过程中，逐渐遇到了一些问题，有些甚至是与当初贯标的初衷相违背的尴尬难题，例如：企业越是想完善不同的管理体系，提高管理水平，实际运作起来就越麻烦越复杂，似乎要获得贯标带来的各种好处就必须付出高昂的代价；又譬如，企业由于来自内部和外部的多方压力而不得不进行认证，但同时又发现，在应付第三方审核上和运行的有效性上都不理想，这使得他们对标准的本身产生了疑虑：这些管理标准真的是有用吗?为解决这些问题，寻求建立一种能够兼容多个管理体系，能够实现科学、全面、高效的企业管理的一体化体系就显得十分必要了。 本文根据现代管理科学的发展，将管理理论和企业的管理实践结合起来，通过对华能大连电厂一体化管理体系建立和实施的全过程进行研究和分析，致力于解决如何运用PDCA过程控制方法建立适合企业自身特点的一体化管理体系并使之成为适应企业不同时期变化的弹性管理体系。 本文通过对华能大连电厂一体化管理体系的研究，对一体化管理体系进行了重点剖析，提供了隐藏在一体化管理体系中的深层次的应用经验及可借鉴的内容，为将来对一体化管理体系进一步研究提供了条件。 一体化管理体系的应用可以为企业提供连续的管理途径，提高企业管理体系的运作效率，实现管理上的创新，随着企业对管理体系认识的不断加深，管理体系一体化必将会受到越来越多的研究和关注，最终也必将为企业带来不可估量的好处。更多还原

【Abstract】 Although the implementation and certification of the three international standards have already been achieved in Huaneng Dalian Power Plant (HNDL) by 2001, the carrying out of the standards during the management of the corporation was gradually confronted with various difficulties, some of which even conflicted with the original aims of the application of the standards, for instance, the stronger the wishes of the corporation to improve and perfect its management systems, the more complex and messier the operation thereof, it seemed that the benefits arising from the application of standards could only be obtained at the expense of high cost; likewise, due to the inefficiency in operation, there were certain suspicions regarding the standards themselves: whether those management standards are actually useful or not? To solve the above problem, it would seem necessary to establish a generic management system which could harmonize a diversity of management systems and achieve a rational, comprehensive and efficient corporation management.According to the development of the modern management science, this dissertation combines the principles and practices in relation to the management of corporations, and by researching and analyzing the whole process of the establishment and operation of the management system in Huaneng Dalian Power Plant, the focuses are placed on, by the approach of PDCA process control, how to establish a flexible management system, which complies with the characteristics of the corporation in question as well as its subsequent changes.Being based on the research concerning the management system of Huaneng Dalian Power Plant, this dissertation pays its emphasis on the analysis of generic management system, and it could be seen that some significant practical experiences beneath the surface as well as other valuable research results are demonstrated. It would be suggested that such study would definitely back up any further research work in this area.The generic management system, it is supposed, could supply the corporation with a successive management approach, promote the efficiency ofthe management system and bring innovation in management as well. Along with the course of knowledge of the management system to corporations, it seems inevitable that more attentions could be paid to and more research work would be carried out on the management system, and accordingly the corporations would be the ultimate beneficiaries.更多还原
