【摘要】 本文从公共事业管理体制的基本内涵与特点出发，探析我国公共事业管理体制的发展与变革，并结合我国公共事业管理体制现存的问题，构建出公共事业管理体制创新的理想综合模型，从而希望对我国公共事业管理体制在社会协调与宏观管理双重机制下，实行事业组织内部的管理制度、管理结构和管理方法的创新有所裨益。此外，本文还对公共事业管理体制创新中的其他相关问题做出了深入地阐述，诸如公共事业管理体制改革与政府机构改革的关系，公共事业管理体制创新的内部矛盾理顺，并提出了公共事业管理体制创新的一般推进程序。最后，通过对公共事业管理体制创新有一定特色的国家和我国部分城市的实证分析，为我国公共事业管理体制的整体创新提供了实践的论证和经验的借鉴。更多还原

【Abstract】 Based upon the general connotation of the public affairs administration system, the thesis explores the evolvement of Chinese public affairs administration system, brings forward a new model for China’ s public affairs administration after further analyzing the specific problems and accordingly provides the proposal for the internal administrative system innovation of the public institutions. Furthermore, the thesis also analyzes the relevant issues that the system revolution may encounter in the future, gropes for the relationship between the reform of the public institutions and the government departments, explores the internal conflicts in the innovation and advances the general procedure of the innovation. Finally, the thesis advances some successful reform experience of both the foreign developed countries and Chinese typical cities and further gives an empirical analysis for us to draw lessons from.更多还原
