城市衰退产业识别方法及转型模式研究

【摘要】 世界经济正处于一个技术和产业迅速变动的时期，产业的兴衰交替成为普遍的经济现象。城市是国民经济的主要载体，为实现“优化产业结构、走新型工业化道路”的发展战略，必须推进城市衰退产业转型。随着城市地位的提升以及经济的发展，一些曾经长期支持城市经济发展的产业逐渐步入衰退产业行列，不仅难以支持经济发展，而且已经成为产业结构升级的障碍。 当前，有关衰退产业转型的研究主要是基于国家层面进行的，针对特定区域的衰退产业转型首先在资源型城市受到重视，并已有产业转型的成功案例。对于城市这一较小的经济区域，其产业演进具有明显的区域属性，不能简单照搬国家层面的研究结论。如果忽视了衰退产业的区域属性，将不利于深入剖析各城市衰退产业的自身特点和衰退机理，使得制定的转型对策缺乏针对性和可操作性。因此，有必要开展针对城市层面的衰退产业转型研究。 作者希望在前人研究成果的基础上，尝试进行一些创新，力图弥补一些不足，为城市衰退产业转型研究做出应有的贡献。论文采用了实证研究与理论研究相结合的方法。首先选择具有代表性的市场经济国家和地区的衰退产业转型作为比较研究的对象，通过比较研究，为我国城市衰退产业转型提供可资借鉴的经验教训。针对缺乏有效的城市衰退产业筛选方法的现状，构建了城市衰退产业识别模型；并根据衰退机理与成因，对城市衰退产业进行类别划分；将该模型应用于大连市衰退产业的筛选，得出大连市衰退产业的名单。通过分析国内外衰退产业转型的实例，将衰退产业转型划分为企业能力再造、产业区为转移、产业延伸和产业创新等四种模式，并对影响模式选择的关键影响因素进行了分析。在以上研究基础之上，密切结合大连实际，确定各衰退产业转型的主导模式和对策措施。更多还原

【Abstract】 The globe economy is in the period that both technology and industry are changing promptly, and it is common that some industries rise up while others go down. City is one of the most critical factors of national economy. In order to keep the economy advancing continuously, the declining industry of city must be converted. With the elevation of city’s status and its economy, some industries that had did great good to city’s economy get declining. They can’t do good like before and some of them even became the obstacles to the work of industry structure promotion.Nowadays, the studies on declining industry conversion are done mostly from the angle of nation. The studies on special region are primarily done in those resource-based cities, and some successful cases have got. To city, the small economy region, the process of industry advancing has obvious regional attribution, and it shouldn’t be done with the achievements of national level study. If the regional attribution of declining industry is neglected, it will block the further study on the character of declining industry and its declining reason, and it will also result the lack of operation and focalization. Therefore, the study on declining industry should be done from the city level.The work is done with the combination of positive study and normative study. First, take the declining industry conversion of typical market-economy nations and regions as objective to do contrast research, and summarize the good experience on declining industry conversion for our nation. Based on the current situation, the identifying model on city’s declining industry is constructed, and those declining industries are categorized based on their cause of formation. The names of Dalian declining industries are got by way of the identifying model. Through studying on the conversion cases of domestic and overseas declining industry, the conversion work of declining industries is categorized into four types: Reengineering of enterprise’ technology capability, Industry region transfer, Industry extension and Industry innovation, and the critical factors are studied. Based on the Positive study and normative study above and combining with the situation of Dalian, the appropriate model and some relative suggestion are put forward.更多还原
