【摘要】 社会问题是社会矛盾冲突的外化形式。乞丐作为一种历史存在，在当代的大量涌现，已构成一种影响社会成员健康生活、妨碍社会协调发展、引起社会大众普遍关注的社会失调现象；一个客观存在的影响相当数量人群的公共麻烦；一个违背社会主义价值原则和社会规范的社会问题。因此，深入探讨研究当前我国社会乞讨现象，是关注民生，努力践行“三个代表”重要思想的迫切要求；是消除两极分化，扶助弱势群体，全面建设小康社会的现实需要；是总结历史经验教训，研究执政规律的必然要求；是弘扬民族精神，推进以德治国进程，加强社会主义精神文明建设的应有之义；同时也是坚持以人为本，树立全面、协调、可持续的发展观，促进经济、社会和人的全面发展的本质诉求。 本文从历史和现实两条主线，理论和实践两个层面，着眼于当代中国国情，运用马克思主义立场、观点、方法，对当前我国社会乞讨现象进行全方位、多角度的分析和思考。在对乞讨群体进行调查以及走访有关部门的基础上，通过整合文献资料，分析了当前我国社会乞讨现象的现状、发展趋势及社会大众对乞讨群体所持态度，探讨了乞讨现象产生、存在和发展的原因及其带来的危害和影响，从不同角度提出了解决问题的思路、对策和建议，同时，对乞讨现象进行了更深层次的思考。更多还原

【Abstract】 Social problem is the outward appearance of social conflict. Beggars, as a kind of historical existence, emerge in large numbers in the present age, which becomes an abnormal social phenomenon, not only hindering the coordinated social development but impairing the healthy lives of social members; an objectively existed public trouble, forcing great impact on a large amount of people; and a social problem, violating the leading value of the society and social regulations. Therefore, a thorough investigation and study of the beggar phenomenon is a social necessity to the construction of a well-off society, the elimination of the polarization and the support of the weak part, meeting the requirement for the practice of "three representatives" theory and the care for the people’s livelihood. It inevitably helps to study the executive laws of the state affairs in light of historical experience and lessons. What’s more, it complies with the needs to carry forward national spirit and the promotion of the running process of state affairs with morals and of the construction of socialist spiritual civilization. Meanwhile, it is also the fundamental need of the integrated development of economy, society and man with the strategy of sustainable development.This thesis, following the historical and realistic clues, tends to make a thorough research into the beggar phenomenon in all directions oh the basis of the national condition of China by means of Marxist standpoints and methods on the dimensions of both theory and practice. Based on making an investigation of the begging group and paying a visit to the departments concernd, this thesis, which is through sorting out the document materials, analyzes the status quo of our country’s begging phenomenon, developing tendency, public attitudes towards the begging group at present. It also probes into not only the causes of the phenomenon’s emergence, existence and development, but also its ensuing harms and effects, putting forward all kinds of trains of thought, countermeasure, and suggestions to solve the problem.
