【摘要】 随着社会经济的发展，国土资源的重要性越来越为人们所重视，国土资源在整个社会经济发展中起着十分重要的作用。资源的状况、布局、开发、变化及发展都直接影响到经济的发展和规划。因此，对国土资源信息管理的研究受到了广泛的重视，是目前研究的重点之一。 在国土资源信息管理的各种研究当中，涉及的面比较广，成果也较多，利用的手段和方法也是多种多样。但多是对某一专题或某一方面进行研究，综合性的国土资源管理信息系统很少。针对这些情况，本文通过对当前国土资源研究现状的深入分析，从研究方法和技术手段上指出了当前研究中存在的主要问题及产生原因，以及相应的解决方法。通过研究基于GIS的国土资源综合信息管理系统的组成、功能、最新技术，提出了建立国土资源综合信息系统的原则、方法、体系结构等思想。并以榆林市为例，对建立区域国土资源综合信息管理系统的数据组织、库结构、应用程序等进行了设计，对建立实用的区域国土资源综合信息管理系统做出了有益的尝试。 全文共分六部分，各部分主要内容如下： 第一部分引言，叙述了建立国土资源综合信息管理系统的目的和意义，以及所采用的技术路线和方法。 第二部分为国土资源研究现状分析，从技术手段GIS的作用、国土资源信息系统研究、以及目前研究中存在的问题三个方面详细分析了国土资源研究现状、存在的问题，解决办法等。 第三部分为国土资源信息库的建立方法。根据区域国土资源研究的特点，提出了建立国土资源信息库的设计思路、建立原则、体系结构等思想。 第四部分为系统的主要功能和关键技术，提出了建立国土资源管理信息系统所应具有的主要功能，以及采用的关键性技术，包括各种相关软件以及最新的计算机技术。 第五部分，国土资源综合信息系统的实现与更新，以榆林市为例，详细分析了信息系统实现过程中的数据组织、数据库结构，应用程序编制等问题。提出数据的表示方法，数据字典等具体格式，指出系统建立后维护和更新的重要性，以及在实际应用中进一步完善系统的必要性。 第六部分结束语，对全文进行总结归纳，包括结论及特色与创新。 通过分析研究，得出以下结论:①目前的国土资源研究应用越来越广泛，涉及到的领域越来越多。②研究方法多样化，成果形式多样化。③目前研究中还存在一定问题。数据难于共享、缺乏系统集成、支持决策不力是几个主要问题。④建立国土资源综合管理信息系统是一个复杂的系统工程，建立时应遵循严格的原则和科学的体系结构。⑤综合管理信息系统除包括基本功能外，还应该和办公自动化系统集成，满足国土资源信息综合管理和提供决策信息服务的要求。⑥在系统的实现过程中，要和现有的国家标准保持一致，程序代码的设计要规范。 本文创新之处在于:①在全面分析国土资源研究现状及存在问题的基础上，提出建立一个综合性国土资源管理信息系统的设计思路、建立原则和体系结构;②将先进的技术方法和理论引入实际建立过程中;③提出了国土资源数据的编码原则并用元数据格式予以表示，建立了各数据库编码方法和数据字典格式，为用户提供了参考模式。更多还原

【Abstract】 Along with the social economic development, the importance of the national territory resources behaves more and more values, the national territory resources rises in whole social economy development very important action. Condition, layout, placement, development, variety and developments of the resources affect all and directly the economic development programs. Therefore, suffered to the research of the national territory resources information management, IM to value extensively, is an one of the current investigative points.Every kind of research in national territory resources information management center, the involve is more wide, the result is too more, the means of the exploitation is also various variety with the method. But mostly to some a special subject or some proceed the research on the other hand, synthesize the sexual national territory resources management information system few. Aim at these circumstances, this text passes to the thorough analysis of the current national territory resources research present condition, from study the method to ascended to point out the current research with the technique means the key problem that exsits and creation reason, and homologous the method of solution.
