【摘要】 城市是先进社会生产力的聚集地，城市化是社会文明和进步的主要载体。实施城市可持续发展战略是当今城市发展的主旋律，城市建设水平的高低直接影响到其经济发展水平、市民生活环境和城市的可持续发展。加快我国城市化进程，是国民经济快速发展的要求。一方面，随着城市化进程的加快，城市数量的增多和规模的扩大，城市经济在国民经济中日渐突出的主导地位越来越迫切地要求政府转变职能，充分发挥城市的功能。转变政府职能主要是按照社会主义市场经济的要求，重新调整和配置政府的经济管理职能，改变实现政府职能的手段和方式，健全和完善新的政府经济管理职能及运行机制。另一方面，经济全球化将城市推到了国际竞争的最前沿，国家间的竞争演变为企业间的竞争、城市间的竞争。这一新的竞争格局要求城市政府不仅要向企业，向社会提供充分的公共服务，而且要以最低的成本提供更充分、更有效的公共服务。这些新的形势要求城市政府以提高城市综合竞争力为出发点进行城市治理观念的全新变革。 城市经营，就是要求城市政府把城市视为最大的国有资产，通过城市规划、建设、管理的科学运营，使之不仅仅是政府管理行为，更是一种经济行为。实施城市经营战略，是城市政府适应国家经济体制变化所走的一条建设城市完善城市功能和发展城市经济的必由之路。 实施城市经营，是我国由计划经济体制向市场经济体制转型过程中对城市规划、建设、管理的理论创新，是针对我国国情做出的理论总结。运用经济来扩大城市规模，增强城市经济实力，必须坚持“以人为本”的理念，整体经营，实施城市可持续发展战略。 论文首先介绍了城市经营的理论基础。城市经营是一个系统工程，涉及到行政区划、城市管治、城市经济学、可持续发展、城市竞争力等理论。在相关理论的基础上，分析了城市经营的主体、客体和方式。然后介绍了上海、大连、青岛三种城市经营模式。最后介绍了城市经营过程中出现的新情况、新形势。更多还原

To speed the process of urbanization in our country is needed by development of national economy. On one hand, at urbanization the quickening of process, city increase by quantity and the enlargements of scale, Among national economy outstanding day by day leading statuses require the government to change the function urgent more and more urban economy, Give full play to the function of the city. It is according to the request for socialist market economy mainly to change the government function, Revitalize and disposes the economic management function of the government, change and realize the function means and way of the government, Sound with the economic management function and operating mechanism of government that are perfected newly. On the other hand, the economic globalization has pushed the city to the most forward position of international competition; the competition among countries develops into the competition among enterprises, competition among the city. This new competition pattern require city take and at enterprise, offer the abundant public service to the society not merely by government, And should offer more abundant, more effective public service with the lowest cost. These new situation require city regard improving the synthesized competitiveness of city as starting point carry on city manage the brand-new changes of idea by government.Urban management not only requires government to treat the city asgreat state-owned assets, but also requires government to make sure that it’ s not a merely government act, but a kind of economy act by way of the scientific management of urban planning, construction and administration. To carry out the strategy of urban management is the only way of constructing cities, perfecting urban functions and developing urban economy, which makes urban government fit-in with the transformation of national economic system.Implementing the city to manage, it is our country that is made the transition the theory of urban planning, construction, management in the course to the market economic system by planned economic system and innovates, and it is the theory that makes to the national conditions of our country that is summarized. Use economy to expand the city size, strengthen the economic strength of city, must insist on the theory that is " based on people" , Manage wholly, implement the sustainable development strategy in the city.This text has introduced the theoretical foundation that the city manages at first. City management is system engineering; involve administrative division, city in charge of cure, city economics, sustainable development, competitiveness, etc. of city theory.
