【摘要】 合理的科技评价和有效的科技管理有利于提高科研经费的使用效率及科研项目的产出水平，发现具有发展前景的学科新生长点和新的研究领域，为决策制定及调整、学科布局提供科学依据和建议，使之更加适合社会经济发展的需要。 本文作为国家自然科学基金委员会计划局软课题——“国家自然科学基金重大项目资助政策及绩效研究”的主要部分，系统地介绍了科技评价及科技管理的相关理论、方法以及国内外研究现状，在对国家自然科学基金重大项目15年资助历程回顾的基础上，从定性和定量的角度，运用科学计量法、案例研究与回溯法等多种科技评价方法，深刻分析了科学基金重大项目的资助政策及管理模式，重点进行了重大项目的资助及产出的计量研究，总结了重大项目的作用及影响，提出了其组织管理的发展对策。 文章在综合分析研究科学基金重大项目资助产出及管理的基础上，发现其资助及管理上的不足，提出重大项目的发展对策，对于提高重大项目的管理水平有着一定的实际意义。同时对于制定其它国家战略性基础研究计划的资助政策及提高其管理水平有一定的借鉴作用。更多还原

【Abstract】 Appropriate S&T evaluation and effective S&T management can improve efficiency of money used in S&T research, raise the output level of S&T research project, find out new subject developing points and new research fields with bright future, supply scientific basis and advice for policy making adjusting and subject distributing, match the development of society and economy.As an important part of soft project of NSFC named "Research on sustentation policy and performance of Major project, NSFC", this paper introduces relevant theories methods and research status of the world. Based on retrospecting the 15 years’ sustentation, from view of property and amount, by applying many methods of S&T evaluation, this thesis deeply analyses its sustentation policy and management mode, makes amount research on sustentation-output, summarizes the effect and puts forward some developing countermeasure.Based on synthetically analyzing sustentation-output and management of Major project, find out deficiency of policy and management, bring forward some management reform and innovation. So this paper has practical value for the enhancing the level of management of major project. At the same time it uses for reference to make policy and increase management level of other national strategy basic research plan.更多还原
