【摘要】 中国城市社区建设是围绕着社区权力资源的重新分配展开的，社区权力结构中各种权力主体的重组，不仅影响着社区建设的方向和进程，而且决定着社区建设的结果。本文以武汉市前进街永安社区为个案，介绍了永安社区权力结构重组的制度背景，描述并分析了永安社区权力结构重组的过程，探讨了社区权力结构重组过程中社会秩序的调节和维护，探索了社区建设中社区权力结构的基本模式，并从改善城市治理和推进民主发展的角度，探求了社区权力重新分配过程中国家与社会关系的改善。 社区权力结构的重组是在社区建设发动和推进的背景下形成的，与社区建设中的制度变迁和创新密切相关。随着社会整合制度由单位制转变为社区制、社区自治在永安的示范与创新、以及社区社会组织的生长与演变，永安社区逐渐形成了一个由国家、社会组织和体制外精英组成的三重权力结构。 在三重权力结构中，国家权力从单位制中退出后，通过四种途径、四个过程逐步完成了在社区的重建：一是在指导社区工作的过程中强化政府权威；二是将政府职能部门延伸到社区；三是重构经纪人体制；四是执政党完成在社区的权力渗透。与此同时，组织化社会权力在城市社区也经历了一个兴起到制度化的过程。城市社会结构的变化，催生了独立于政府的社会组织，使有组织的社会权力得以兴起。随着以社区自治为导向的社区建设的推进，这些组织化的社会权力逐步完成了制度化的过程。此外，属于体制外精英的地缘型精英、经济精英、传统政治精英、宗教组织、非法势力等也在城市社区建设过程中参与了社区权力的分配。于是，整个城市社区就形成了三重权力结构的互动。三重权力在实际互动过程中并没有发生对抗性冲突，而是很轻易地就选择了合作。 最后，本文得出几个基本结论：一是在三重权力结构重组的过程中，国家、社会组织和体制外精英采用合作的方式，共同来调节和维护城市社会秩序；二是以社区自治为导向的城市社区建设在中国形成了多元权力的事实，但并没形馨硕士学位论文MASTER’ST}{ESIS成一个多元权力平衡模式的网络化权力结构，而是形成了一个同心圆状的中心一边缘型权力结构;三是社区权力重新分配过程中，国家与社会关系得到了改善:四是社区权力结构重组的过程，就是一个不断接近其制度规定的过程。更多还原

【Abstract】 The China urban community construction speeds out surrounding the redistribution of the community power resources. The reorganization of each power subject in the community power structure, not only influences the direction and progress of the community construction, but also determines its outcome. In the case of WuHan advancing Street YongAn community, the essay introduces the background of the reorganization system of YongAn Community power structure, describes and analyzes the process of the reorganization of YongAn Community ,probes into the adjustment and maintenance of social order during the process of reorganization, explores the basic model of the community power structure in the community construction, and pursues the improvement of the relationship between the nation and society during the process of redistribution of community power.The Reorganization of the Community Power Structure is formed under the background of the lunch and promotion of the community construction, it had a close connection with the changes and innovations of the institutions in the community construction. With the social entirety system’s transition from the unit system to the community system, the examples and innovations of the community autonomy in YongAn Community, and the growth and development of the community social organizations, YongAn Community has gradually formed a trio power structure consisting of the nation, the social organizations and the elites outside the system.After the quitting of the national power from the unit system, the trio power structure has gradually finished its community reorganization through four ways and four processes: first, consolidates the government’s authorities during the process of indicating the community’s work; second, stretches the governmentfunctional departments to the community; third, reestablishes the broker system; fourth, the party in power complete the power infitiration to the community. At the same time, the organized social power also has experienced the process of being systematized. The changes of urban social structure promoting of community construction in direction of community autonomy, these organized social powers have gradually finished the systematized process. Besides, the land_sharing elites, the economic elites, the traditional political elites, the religion organizations and the inegitimate powers, all of which belong to the elites outside system, take part in the distribution of community power during the community construction. Therefore, the whole urban community forms the trio power structure’s mutual floation. In the practical mutual floation process, the trio powers have no anti_conflications but easily choose the cooperation.At last, the essay get four basic conclusion: first, during the process of the trio power structure’s reorganization, the nation, the social organizations and the elites outside the system adopt the form of cooperation to adjust and maintain the urban social order; second, the urban community costruction in the direction of community autonomy has formed the face of multipower in China, but it hasn’t formed a multipower balanced model of networked power structure, however, it has formed a concentric circle’s center_side power structure; third, during the process of the community power redistribution, the relationship between the nation and the society is improved; fourth, the process of the community power structure reorganization is a process gradually approaching the system regulations.更多还原
