【摘要】 本文在总结国内外区域公路网评价研究现状的基础上，分析了区域公路建设与社会经济相互作用机制，结合 DEA（数据包络分析）方法与 AHP（层次分析）方法的特点，提出一种新的方法对公路建设和社会经济协调发展问题进行评价。 文章从层次结构及功能意义等角度对区域公路网进行描述，归纳了目前常用的区域公路网评价指标。并总结了以往区域公路网规划模式存在的一些缺陷，展望了新时期区域公路网规划理念以及目标。 文章重点从区域社会经济发展及空间形态演化方面研究了公路建设与区域的相互影响关系。在分析区域城镇空间结构演化机制及影响因素的基础上，通过分析“城镇发展与公路建设密不可分、公路网络布局引导城镇空间发展”的基本原理，探索公路网络与城镇空间发展的作用关系。本文从区域经济学角度分析了区域经济发展的内涵，并逐一分析了经济发展的各方面对公路建设的决定作用；在归纳交通基础设施对区域经济发展的一般作用规律基础上，根据公路的特点，得出公路建设对社会经济发展的作用表现。 文章根据区域公路建设与社会经济相互影响、相互制约的作用原理，首先按照公路交通可持续发展的要求，总结分析出公路建设与社会经济协调发展的定义，并建立了公路建设与社会经济协调发展的评价指标。引入带有 AHP 约束锥的 DEA 评价模型，实现了公路建设与社经济协调发展评价过程。 文章理论联系实际，不但初步建立了公路建设与社会经济协调发展评价指标与模型，而且把理论运用到实际中去，对区域的公路建设进行协调性评价。不仅完善了公路网规划的评价体系，同时对指导区域公路网建设具有现实意义。更多还原

【Abstract】 This paper summarizes the domestic and overseas current research situation ofregional road network evaluation, based on which analyzes the reciprocity mechanismbetween regional road construction and social economy, combining the characteristicsof DEA(Data Envelopment Analysis) method and AHP(Analytic Hierarchy Process)method, it sets up a new method to evaluate the harmonious development betweenroad construction and social economy. In this paper road network is described from the certain angles of hiberarchy andfunctionality, and also it sums up the indexes which are now adopted by regional roadnetwork evaluation. Furthermore some defects are concluded existing in former roadnetwork planning mode, finally it gives a vista on ideas and objective of new-era roadnetwork planning. This paper pours emphases on studying the interactional relationship betweenregion and regional road construction from the aspects of regional social economydevelopment and shape evolvement of space. Based the analysis of local town spatialstructure evolvement reciprocity and influencing factor, we give an anatomy on actionreciprocity between road construction and spatial arrangement of town, so we come tothe conclusion that is the rule “development of town and road construction isindivisible and arrangement of road network guide the development of town space”.Moreover this paper analyzes the connotation of regional economy development fromthe standpoint of area economy, and analyzes the determinative function one by onefrom all aspects of economy development to road construction; on the basis ofinducing a general rule from traffic infrastructure to regional economy development,according to the characteristics of roads, we gets the functionary representation fromroad construction to social economy development. According to the interactional and interconditional function principle betweenregional road construction and social economy, firstly the requirement of road trafficsustainable development, we summarize the definition of road construction and - II -<WP=6>摘 要harmonious development of social economy in this paper, and establish the evaluationindexes of road construction and harmonious development of social economy.
