【摘要】 在美国，意大利，瑞士，日本，中国等国都存在着很多类别的中小企业集群。这些中小企业集群的具体作用体现在：能够使有限资源高效聚集起来，以满足城市与地区经济发展；中小企业集群政策可以为实现产业目标和重振产业服务；跨越多个产业部门的中小企业集群能更好地适应变化和抵抗经济周期中的衰退。因此，为促进湖北经济的持续稳定发展，应用中小企业集群政策促进中小企业的发展十分必要。 本文首先分析了中小企业集群发展的现状，指出了研究中小企业集群的理论意义和现实意义。 接着，对中小企业集群理论进行了深入、细致的探讨。在分析、借鉴了几种传统理论的基础上提出了中小企业集群的概念、特征、产生的前提条件、形成原因、优势及其对地区经济的积极影响。 然后，用理论和实证相结合的方法，分别研究了高新技术产业的中小企业集群和传统产业的中小企业集群。影响高新技术产业的中小企业集群的因素主要有：创业氛围、外部经济、区域创新环境。并以武汉·中国光谷为例进行了仔细的分析。影响传统产业的中小企业集群的因素主要有：外部经济、交易费用的降低、效率的提高、资源条件或传统文化。并以嵊州领带集群为例对传统产业的中小企业集群进行了实证分析 最后，在全文的基础上，结合案例分析了湖北中小企业发展的现状及存在的问题，对形成有特色的湖北中小企业集群，从区域创新系统建设、培育企业间横向和纵向合作关系的形成和发展、建立中小企业集群的公共支持体系、创业氛围、区域营销等方面提出了若干建议。 希望通过这些研究能为湖北中小企业集群的发展提供一些启示。更多还原

【Abstract】 There are a lot of categories of the small business enterprise gathering cluster , in the United States, Italy, Switzerland, Japan, China etc. The small business enterprise gathering cluster that stride over several industries section can adapt variety and resist the decay of economic period. Therefore, for promoting the economic continuously stable development in Hubei, It is very necessary to apply the policy of the small business enterprise gathering cluster to promotes the development of the small business enterprise .This paper analyzes first the present condition of the small business enterprise gathering cluster, then points out the theories meaning and the realistic meaning of the small business enterprise gathering cluster.Immediately after, This paper studies thoroughly the theories of the small business enterprise gathering cluster.Then, I use the method of combining theories and demonstrations to study respectively the small business enterprise gathering cluster of the high and new technique industry and the traditional industry.Finally, in the foundation of the whole text, this paper analyze the present condition and existent problem of the small business enterprise gathering cluster in Hubei.
