电力行业领导干部绩效考评机制和激励机制研究

【摘要】 人力资源管理是一个有机的整体,而绩效考评和激励机制是其中的重要职能。 论文共分六章来论述,可以归纳为三大部分。第一部分首先给出了课题研究的背景和意义,通过对课题研究的理论依据和实践基础的分析,指出人力资源的开发和利用是现代企业发展的关键所在,阐明了作者对电力行业人力资源管理的基本观点,表述了作者对人力资源绩效考评的内涵和作用、意义的理解。第二部分对电力行业人力资源开发的现状以及电力行业领导干部考核与激励工作的重点进行了分析,深入剖析了电力行业领导干部构成及综合素质要素,开展了电力行业领导干部绩效考评方法的研究,主要内容有电力行业领导干部绩效考评的准则、电力系统领导干部的分类及指标考核体系、考评模型及指标权重的确定和电力行业领导干部综合考评。第三部分对电力行业领导干部绩效考评机制和激励机制的建立问题进行了深入分析,主要内容包括干部管理体制改革、建立绩效考评机制的指导思想、 健全有效的绩效考评机制的要求、 绩效考评机制构成模型分析。研究了电力行业领导干部激励机制的建立问题。主要内容为激励理念的概述、激励的基本方法研究、激励的作用分析以及综合激励模型的探讨,给出了具体实现方法。
【Abstract】 Human Resources Management (HRM) itself is an organic whole, and performance appraisal and incentive mechanism are two of its key functions.The thesis falls into three parts and is written in six chapters.The first part is concerned with the background and significance of the research subject. It’s pointed out, from the analysis of the theoretical basis and practical foundation of the research subject, that the development of modern enterprises mainly lies in the development and utilization of HRM, showing the author’s view on HRM in power industry and understanding of the connotation, function and significance of performance appraisal.In the second part, detailed analyses are made of the current situation of the development of HRM, of the focuses laid on the appraisals of and the incentives to cadres in power industry, and of the cadres’ constitution and comprehensive qualities. Besides, a research is also conducted into the methods employed in the performance appraisals, including the principles of performance appraisals, cadres’ classification, index appraisal system, valuation models, weight of indexes, and comprehensive appraisals.What is analyzed in the third part is the establishment of performance appraisal mechanism and incentive mechanism. The former is around the reform of the cadre management system, the establishment of the guiding principle of performance appraisal mechanism, the requirements of perfecting the mechanism, and the mechanism models. The latter mainly includes the introduction to incentive idea, the study of primary methods, the analysis of incentive functions and the discussion of comprehensive incentive models. What’s more, some specific methods of realizing the incentive mechanism are put forward in the last part.
