【摘要】 随着我国粮食流通体制改革的逐步推进，我国的粮食流通和加工领域发生重大变化，在计划经济体制下建立的一套遍及城乡的粮食收购、储备、加工和销售的格局被逐渐打破。粮食的销售、加工生产完全放开，形成了各种所有制经营主体共同参与经营和竞争的格局。加入WTO后，我国经济初步溶入到一体化的世界经济之中，我国的粮油市场逐步与国际市场接轨，许多实力雄厚的大型粮油跨国企业纷纷登陆我国粮油市场，这更加剧了我国粮油市场的竞争。如何面对激烈的竞争是每个企业不可回避的现实，我国粮油企业必须全面提升竞争力，才能在激烈的市场竞争中生存与发展。企业核心竞争力在全球范围内已经得到广泛的，普遍研究，并取得了丰硕成果，核心竞争力理论也成为企业竞争力研究的主要课题。现在人们也逐渐认识到当企业形成了自己的核心竞争力之后，企业才可以获得持续发展的竞争优势，从而取得长期持续发展。本文基于核心竞争力的基本理论，对河北省粮油集团的内外部因素进行了认真分析，其中包括宏观环境因素、行业及竞争机构的分析等外部因素分析和企业主要价值活动、资源与能力等内部因素分析，利用外部因素评价矩阵（EFE）、内部因素评价矩阵（IFE）、AHP和价值链分析法等工具，对河北省粮油集团的核心能力进行评价，并提出了构建核心竞争力的原则和管理架构，进而提出了基于核心竞争力的战略目标和为实现此目标应采取的措施，以期为河北省粮油集团的可持续发展提供依据，并为其他粮油企业构建和实现企业核心竞争力等提供参考和借鉴。更多还原

【Abstract】 Along with the progressing of reform of grain circulation system, great changes has happened in the grain circulating and processing sectors. The grain purchasing, storage, processing and marketing system established in the planned economy throughout urban and rural areas is being smashed gradually. Grain marketing and processing have been opened up completely and a pattern of different economic sectors under diversified ownership participating in managing and competition has been established. After China’s entry into the WTO, Chinese economy has gradually merged into the world economy. Grain market in China also entered the world market step by step. Many strong multinational grain and oil enterprises entered Chinese grain and oil market, which made the competition in Chinese grain and oils market more and more fierce. How to face the fierce competition is an unavoidable reality for every enterprise. Chinese grain and oil enterprises must enhance their core competence in order to survive and develop in the fierce competitive market.The theory of core competence was researched extensively in the world, and rich achievements have been made，has also become a main topic of competence of corporations. Now people have realized gradually that only when a corporation established its own core competence that it can obtain competitive advantage of sustainable development and then achieve long-term sustainable development.Based on the theory of core competence of the corporation, the article makes a systematic and overall study on Hebei Cereals & Oils Group Co.,Ltd., including its external factors such as its macro-environment, the industry and competition conditions etc and internal factors such as its main economic activities, resources and abilities etc. The article also makes an evaluation of core competence of Hebei Cereals & Oils Group Co.,Ltd. through EFE IFE AHP and value chain theory, puts forward the principle of construction of core competence and the structure of management. Based on the theory of core competence, the article also raises a strategic target and the measures to achieve the target in order to provide a reference for the sustainable development of Hebei Cereals & Oils Group Co.,Ltd. and for the construction achievement of core competence of other cereals and oils enterprises.更多还原
