【摘要】 经济适用住房是政府参与建设的用来解决中低收入家庭住房困难的一类特殊类型的商品房。经济适用住房政策作为政府宏观调控住房市场的重要手段之一，短短六年内对于陕西省住房市场的发展，住房制度改革的推进，新的住房供应体系的完善，中低收入家庭住房困难的解决起了重要作用。并且，经济适用住房政策为全国和陕西省实施房改货币化方案创造了条件。它在解决居民住房困难的同时，在危旧房改造和市政工程拆迁工作中也发挥了积极作用。经济适用住房政策从产生之始，经过六年的实践，在陕西省已初见成效。但是由于其建设的紧迫性，无论是理论上的探讨、分析，还是建设和管理中的问题解决、政策完善，都亟待进行深入研究。 本文运用定性分析与定量分析相结合的研究方法，通过对我国新老住房供应体系的比较和经济适用住房政策实施的背景和现状的分析，结合我国目前发展经济适用住房的实践，并以美国、日本、英国、德国、香港、新加坡等国和地区的住房保障制度的成功经验为鉴，总结经验，分析问题，全面系统的阐述了关于建立和完善陕西省城市经济适用住房建设管理机制的一系列重要理论问题和实践问题，诸如陕西省经济适用住房需求总量分析模型，政府管理行为的优化，城市经济适用住房布局研究，规划建设标准，户型面积标准，经济适用住房建设要选择资源节约型发展模式，经济适用住房建造成本控制研究，售价测算系统和租售对象界定的研究等，形成了具有借鉴意义的经济适用住房管理机制建设的建议。 本文力图使经济适用住房在进一步优化陕西省住宅供给结构，调节商品房价格，真正解决中低收入家庭的住房困难问题上起到积极作用。更多还原

【Abstract】 The Economical and Suitable Housing (ESH) is a special type of commercial house built to solve the housing problem for the families with medium or low income. With the involvement of the government, it has become one of the most important policies enacted by the government to regulate the house market on the macroscopic level. Since it came into being only six years ago, the Economical and Suitable Housing (ESH) has made great contribution to promote the development of the house market in Shaanxi province, to speed the reform of the old house allocating system, to improve the new system of house supply through market, and to solve the housing problem for the families with medium or low income. Furthermore, the policy regarding Economical and Suitable Housing (ESH) has provided a good environment for establishing a new house allocating system on a monetary basis in Shaanxi province and whole nation. The Economical and Suitable Housing (ESH) has also assisted the rebuilding of aged and unsafe houses and the teardown of old houses for municipal projects. After six years of practice, the policy regarding Economical and Suitable Housing (ESH) has brought about preliminary positive effectiveness in Shaanxi province, however, because it was in a heavy demand when the first batch of Economical and Suitable Housing (ESH) began to be built, it was necessary to study deeply, not only making an inquiry into it in theory, but also solving the problems about construction and management, perfecting the policy.This dissertation has compared the new housing supply system with the old one, analyzed the background and current circumstance of implementing the policies of Economical and Suitable Housing (ESH), analyzed the current practice and the great achievement of Economical and Suitable Housing (ESH). The author has used the successful experience of the housing security system of the United States, Japan, England, Germany, Hong Kong, Singapore ect, analyzed and summarized the experience of Economical and Suitable Housing (ESH) construction in China, set forth a series of theoretical and practical problems about the establishment and consummation of the regulation mechanism of Economical and Suitable Housing (ESH) construction in Shaanxi, such as the total demand quantity model of Economical and Suitable Housing (ESH) in Shaanxi, optimizing the management action of the state, studying on layout of Economical and Suitable Housing (ESH) in city, construction standard and area, exploiting and constructing in advanced-technological andsustainable development way, studying on cost control, the price control system and the checking of Economical and Suitable Housing (ESH) consumers. Some instructive advice about regulation mechanism of Economical and Suitable Housing (ESH) construction in Shaanxi was given at last.The dissertation is aimed to give full play to the role of Economical and Suitable Housing (ESH) in optimizing the structure of house supply in Shaanxi, readjusting the price of commercial house, and finally solving the housing problem for the families with medium or low income.更多还原
