战略性贸易政策与外贸竞争力

【摘要】 战后国际贸易新现象的出现引起了经济学家对传统的国际贸易理论和政策的重新思考。传统的国际贸易理论已经不能解释产业内贸易等等一系列问题。以不完全竞争和规模经济为基础的战略性贸易政策成为国际贸易领域内经济学家关注的焦点。 本文从分析传统贸易理论的局限性入手，指出在发展对外贸易时要注意“比较优势陷阱”。在此基础上，引出新贸易理论和战略性贸易政策，并且对战略性贸易政策进行解释、分析以及简要的评述。同时，结合我国对外贸易发展和产业状况，详尽的分析战略性贸易政策在我国的适用性和局限性，而且从对外贸易政策、政府以及积极可行的措施等方面，全面论述了战略性贸易政策对提高我国外贸竞争力的启示。最后，为了更进一步论证这一政策，本文选取了汽车工业和高新技术产业进行实证分析，说明在不完全竞争和规模经济的条件下，如何实施战略性产业政策，提高产业和外贸竞争力。 通过分析，本文认为我国面临着不完全竞争的国际市场和加入WTO的约束下，应当积极改变外贸战略，在保证和发展传统产业的比较优势的基础上，扶持和发展战略性产业，推进战略性贸易政策的实施。但由于这一贸易政策存在的局限性，政府一方面要加快改革和发展步伐，为实施战略性贸易政策创造良好的国内外经济环境，另一方面在实施战略性贸易政策时，要采取谨慎的态度，积极稳步的提高外贸竞争力。更多还原

【Abstract】 The appearance of the new phenomenon of international trade caused the economist to rethink traditional international trade theory and policy after the war II. The traditional international trade theory can’t explain a series of questions, such as intra-industry trade, etc.. The strategic trade policy that is based on imperfect competition and large-scale production becomes the new issue in international trade.This paper starts with analyzing the limitation of the traditional trade theory and points out that we should pay attention to " the comparative advantage trap " in development foreign trade. On this basis, it draws new trade theory and strategic trade policy, and explains, analyses and brief commentary to strategic trade policy. Meanwhile, combining the development of foreign trade and industry in our country, it analyses the suitability and limitation of strategic trade policy in our country, and from the respects, such as foreign trade strategy, the government and positive and feasible measure, etc., it discusses in an all-round way the enlightenment of strategic trade policy on improving the foreign trade competitiveness of our country. Finally, in order to go further to prove this policy, this paper analyzes the auto industry and new high-tech industry to show, under the conditions of imperfect competition and large-scale production, how to implement the strategic industrial policy and improve the industry and foreign trade competitiveness.Through analysis, this paper thinks that under the international market of imperfect competition and restraint of accession to the WTO, we should change foreign trade strategy actively, and on the basis of guaranteeing comparative advantage of the traditional industry, support and develop the strategic industry, advance the implementation of the strategic trade policy. But because the excellent inferior position of this policy, on one hand our government should accelerate the reform and development to create the good domestic economy environment, on the other hand when implement the strategic trade policy, the government should take the prudent attitude to improve the competitiveness of foreign trade positively and steadily.更多还原
