区域财政政策中的公平与效率问题探讨

【摘要】 改革开放以来，在坚持“效率优先、兼顾公平”发展战略的指导下，中国经济发生了日新月异的变化，加快了社会主义现代化的进程，综合国力和国际竞争力也得到了增强。但同时也出现了社会分配不公、收入差距过大、贫富悬殊等现象。随之而来的种种经济、社会、政治问题逼使人们对“效率优先、兼顾公平”的发展战略在现阶段是否仍适用这一问题进行了反思。作为宏观调控的主要工具之一，区域财政政策能否在解决上述种种问题上起到了应有的作用?本文通过对公平与效率相关概念的再认识，对区域财政政策方面应坚持“效率优先、兼顾公平”的发展战略还是“立足公平，提高效率”的发展战略进行探讨。在分析比较两种发展战略对经济社会生活的影响，以及不同时期的战略发展重点有所差异等基础上，利用经济学相关原理及工具，对我国现阶段区域财政政策中不利于区域协调发展种种问题进行了分析与评价，提出了现阶段我国应实行“立足公平、提高效率”的区域财政发展战略。并对我国现行的区域财政政策提出了相应的改革与完善措施。 本文共分五部分，第一部分主要论述了公平与效率的关系。并在对公平与效率关系研究的基础上提出了两种发展战略，即“效率优先，兼顾公平”与“立足公平，提高效率”。第二部分分析了“效率优先，兼顾公平”发展战略局限性。第三部分分析了“立足公平，提高效率”发展战略是公共财政的必然选择。第四部分具体分析了现阶段我国区域财政政策中存在公平与效率失衡问题。第五部分对我国的区域财政政策提出改革与完善意见。更多还原

As one of the mains tool of macro adjustments and controls, the financial policy could play due function in solving these problems. This text mainly at regional financial policy respects to insisting, " efficiency comes first, balance equity" or" It is fair to base on, raise the efficiency " to probe into. This text is through the knowing again of the concept to correlating with efficiency fairly, To probe into whether the regional financial policy insist development strategy on" efficiency comes first, balance equity" or " it is fair to base on, raise the efficiency". Compares two kinds of developments strategy impact on economic and social life , And the strategy of different periods is developed on the equal foundation of the focal point, utilizes the relevant principle of economics and tool, Do not benefit all sorts of questions of regional coordinated development to analyze and appraise to our country in the regional financial policy in the present stage, Has put forward the area financial development strategy which our country should" it is fair to base on, raises the efficiency " in the present stage. And the regional financial policy current to our country has put forward the corresponding reform and perfection measure.This text divides into five parts altogether, has described the fair relation with efficiency mainly in the first part. And has put forward two kinds of development strategies on the relation foundation that studied of fair and efficiency, Namely" efficiency comes first, balance equity" and" it is fair to base on, raise the efficiency".The second part has analyzed the development strategy limitation that" efficiency comes first, balance equity".
